The Role:

 

Oxfam GB in Myanmar is looking for Finance Manager (System and Compliance).

 

Job Purpose:

 

The Finance Manager (Systems and Compliance) plays a key role in ensuring that Oxfam meets all statutory, regulatory, and donor compliance requirements in a timely and accurate manner. This position provides leadership for operational finance, working closely with the Head of Finance and Operations to strengthen internal controls, ensure financial integrity, and enhance system efficiency. The Finance Manager also provides strategic financial oversight and guidance across all program areas, collaborating with program, grant management, and operational teams to ensure effective budget management, risk mitigation, and compliance with internal policies and external obligations.

 

This Role Report To:                    Head of Finance and Operations

Staff Reporting to this Post:      Direct line management for 2-3 staff and matrix line management to Field finance staffs

Key Relation/Interaction:            Work closely with the Program, Finance and Grants team; Head of Advocacy and Communications (HoAC), HR, logistics, PQI and operations teams

 

Key Responsibilities:

 

Financial Reporting & Statutory Compliance

  • Prepare financial reports in accordance with statutory and regulatory reporting requirements.
  • Ensure compliance with tax, employment, and other applicable financial reporting regulations and standards.
  • Review and verify all financial documents to ensure completeness and readiness of transaction records for audit purposes.
  • Liaise with external auditors for financial inspections, audits, or any other compliance matters.
  • Maintain up-to-date knowledge of financial regulations in Myanmar and communicate changes proactively to the leadership team.
  • Work closely with the Programme team, Liaison, and Head of Advocacy and Communications to monitor and analyze expenditures to ensure the production of quality monthly, quarterly, and annual reports in a timely manner, ensuring that all reported comply with the statutory requirements.
  • Oversee financial transactions to ensure they are in line with compliance and align with laws and regulations.
  • Ensure accurate recording of financial data in line with both local accounting standards and organizational financial policies.

System Management

  • Prepares monthly top-up and cash flow forecast from field offices to ensure adequate availability of funds.
  • Upload monthly accounts into Oxfam’s financial system as per deadlines.
  • Update cashbook and upload in the system according to set date.
  • Responsible for completing month-end Balance Sheet Reconciliation and support the HoFO in preparing the year-end package, including end of contract (EoC) payment, income tax, and other tax declarations, accurately and on time.

Accounting & Organizational Compliance

  • Verify that all reported expenditures are in line with approved budgets and SOPs.
  • Maintain orderly, systematic, and accessible filing of all financial records.
  • Ensure timely disbursements (cash and bank) and prepare and submit monthly bank and cash reconciliations.
  • Coordinate with Logistics to ensure that all fixed assets, including those in field offices, are accurately recorded.
  • Conduct field visits to engage with finance staff in field offices and monitor financial management practices.
  • Ensure compliance with Oxfam GB financial procedures across projects and field offices.
  • Assist in the development and appraisal of new projects, including the proposals and budgets of partner agencies, as needed.
  • Provide support for day-to-day finance operations as required by the team.
  • Update the Delegation of Authority (DOA) in line with country programme requirements.
  • Update and maintain salary allocations in line with project budgets for workforce planning.
  • Maintain and update the organization’s Recharge Matrix Tool to support improvements in Myanmar’s cost recovery ratio.
  • Regularly review financial policies and procedures, providing feedback to the HoFO for updates and documentation as needed.
  • Actively participate in Oxfam’s organizational initiatives and activities.
  • Undertake other duties as reasonably assigned by the Line Manager and CD.
  • Cover the Head of Finance and Operations when required and delegated.

Capacity Building & Team Leadership    

  • Provide awareness and guidance to staff on financial statutory compliance.
  • Lead the recruitment process for team members.
  • Lead regular internal coordination and knowledge-sharing meetings to ensure effective collaboration and mutual support among team members.
  • Deliver financial induction for new staff to ensure familiarity with Oxfam’s financial management systems and effective ways of working.
  • Foster a sustainable work environment built on mutual respect, motivating and enabling team members to achieve excellence.

People Management

  • Manage the team through direct and matrix management to deliver and provide technical guidance to Field Finance Officers on cash and bank management, including cash handling and cash flow monitoring, while minimizing risks and fraud.
  • Manage the performance of team members through clear objective setting, regular reviews, constructive feedback, monitoring of performance and development plans.
  • Support the continuous professional development of team members by ensuring appropriate learning and development opportunities are in place.

Safety and Security

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

Others

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

Skill and Competence:

  • A university degree in accounting or finance is required and an advanced degree (such as ACCA) is preferred.
  • Minimum of 5–7 years of relevant experience in financial management, ideally within the INGO/NGO sector in Myanmar.
  • Strong knowledge of Myanmar tax laws, government regulations, and statutory reporting requirements.
  • Demonstrated experience in managing both internal and external audits.
  • Proficiency in computerized accounting systems and strong working knowledge of spreadsheets (e.g., Excel) and accounting software.
  • Ability to work independently with minimal supervision while maintaining high standards of accountability and accuracy.
  • Strong multitasking skills with the ability to coordinate across multiple departments and handle competing priorities.
  • Excellent written and spoken English.
  • Capacity to perform under pressure, especially during humanitarian emergencies with increased transaction volumes.
  • Excellent organizational and time-management skills; able to meet tight deadlines.
  • Strong interpersonal and team collaboration skills; adaptable to demanding and evolving work environments.
  • High integrity, keen attention to detail, and sound problem-solving abilities.
  • Committed to humanitarian principles, gender equity, and inclusion.
