The Role:

 

Oxfam GB in Myanmar is looking for Finance Coordinator (System and Operations).

 

Job Purpose:

 

The Finance Coordinator is responsible for ensuring effective financial management and compliance across all projects and operations. This role is responsible and accountable for day-to-day management of a defined accounting area includes managing monthly top-up requests and cash flow forecasts, producing accurate and timely month-end, year-end reporting, maintaining robust internal controls, supporting audits, and ensuring adherence to organizational and donor financial policies and procedures. The role also involves providing capacity building, financial oversight, and technical support to finance staff in both the country office and field locations. The Finance Coordinator works closely with Finance Manager (System and Compliance), Head of Finance and Operations, program and operations teams, contributing to the overall efficiency, accountability, and transparency of the organization’s financial systems.

 

This Role Report To:                     Finance Manager (System and Compliance) 

Staff Reporting to this Post:       Direct line management for 1-2 staff

Key Relation/Interaction:            Work closely with Field Finance, the Program, Finance and Grants team, HR, Operations teams and Internal and External Auditors

 

Key Responsibilities:

 

Financial Reporting and Compliance 

  • Provide support to the Finance Manager in the preparation and submission of financial reports, ensuring compliance with statutory and regulatory reporting requirements.
  • Review and validate financial documents to ensure accuracy, completeness, and audit readiness of all transaction records.
  • Monitor and stay informed of updates to financial laws and regulations in Myanmar, proactively advising the Finance Manager and Head of Finance and Operations on relevant changes.
  • Ensure accurate and timely recording of financial data in accordance with local accounting standards and the organization’s financial policies and procedures.

System Management 

  • Support the Finance Manager in preparing monthly top-up requests and cash flow forecasts from field offices to ensure sufficient fund availability.
  • Ensure accurate and timely maintenance of daily cash and bank books in accordance with organizational standards.
  • Verify all financial transactions and upload cash and bank book records from Yangon and field offices into the financial system on a bi-monthly basis.
  • Review daily cash projections and payment lists prepared by the Finance Assistant to ensure accuracy and completeness.
  • Review weekly and monthly float registers from all offices; follow up to collect justifications and ensure compliance with the organization's float policy.
  • Assist the Finance Manager in completing monthly Balance Sheet Reconciliations and preparing the year-end financial package within the established deadlines.

Accounting & Organizational Compliance

  • Ensure that all payment and receipt documentation comply with Oxfam’s financial policies and procedures.
  • Provide day-to-day financial, administrative, and logistical support to the Finance Manager.
  • Responsible for consistent application of financial procedures and standards.
  • Perform routine checks on cash and bank balances and manage bank withdrawals as needed.
  • Ensure timely disbursement of payments in coordination with the Finance Manager and in alignment with internal controls.
  • Coordinate with project finance focal points to provide supporting documentation for external project audits and ensure proper filing and documentation post-audit.
  • Assist the Finance Manager in maintaining an orderly, systematic, and accessible filing system for all financial records.
  • Support the Finance Manager in updating the Delegation of Authority (DoA) matrix bi-annually, in accordance with country programme requirements.
  • Review and verify payment requests, reimbursements, and float liquidations related to assigned projects, ensuring compliance with Oxfam’s financial policies and procedures.
  • Regularly review financial policies and procedures, providing feedback to the Finance Manager for updates and documentation improvements.
  • Maintain and ensure that bank signatories are up to date by coordinating with the Finance Manager and the Oxfam Treasury Team.
  • Provide operational support for day-to-day finance functions as needed by the wider finance team.
  • Ensure compliance with Oxfam GB financial procedures across projects and field offices.
  • Actively participate in Oxfam’s organizational initiatives and cross-functional activities.
  • Undertake other duties as reasonably assigned by the Line Manager and CD.
  • Provide cover for the Finance Manager when required and officially delegated.

Capacity Building & Team Leadership     

  • Conduct financial inductions for new staff to ensure understanding of Oxfam’s financial management systems, policies and procedures and to promote effective financial practices across the organization.
  • Deliver training and briefings to all staff on agreed financial procedures including organizational policies and guidelines; facilitate practical exercises in accounts preparation when required. This will involve travelling to Oxfam’s project locations.
  • Foster a sustainable work environment built on mutual respect, motivating and enabling team members to achieve excellence.

People Management 

  • Manage the performance of directly supervised staff through clear objective setting, regular performance reviews, constructive feedback, and the implementation of performance and development plans.
  • Support the continuous professional development of line-managed staff by identifying and facilitating appropriate learning and development opportunities.

Safety and Security 

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding 

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

Others 

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

  • Bachelor’s degree holder with minimum four years proven experience on financial skills.
  • Relevant experience within a non-profit / NGO / Funded organization is preferential.
  • Strong proficiency in computerized accounting systems and advanced skills in spreadsheets and financial software.
  • Demonstrated experience in coordinating and managing both internal and external audits.
  • Excellent communication and interpersonal skills.
  • Ability to implement Oxfam's financial policy and procedures and good practice/systems.
  • Ability to work independently with minimal supervision, manage time effectively, and meet tight deadlines.
  • Strong diplomatic and negotiation skills, with the ability to remain calm under pressure and maintain focus on priorities.
  • Ability to manage multiple tasks simultaneously and coordinate effectively with various teams and stakeholders.
  • Strong team player with well-developed interpersonal skills and the ability to adapt in a fast-paced, dynamic environment.
  • Excellent planning and organizational skills, with the ability to manage complex workloads and deliver results on time.
