TEAM PURPOSE:

The Finance and Systems team provides professional, business-focussed finance and IT service, delivering a proactive solution-based approach for resolving issues and ensuring that the operational business requirements are effectively managed to deliver organizational results and support the achievement of program outcomes.

JOB PURPOSE:

The Finance Assistant is responsible to process and maintain financial transactions, supporting OXFAM in managing/controlling financial risks, and providing financial support for the overall program implementation in Gambella Region.                 

The Role:

KEY RESPONSIBILITIES

  • Responsible to Settle travel and Program/work floats (advance) as per Oxfam policy and procedures and maintaining the float register of the field office,
  • Maintain enough amount of petty cash fund and effect petty payments regularly
  • Effect payments at different intervention areas of the organization by cross-checking the verification of the documents
  • Record all payments in cash and bank books and maintains their balance daily
  • Prepare summary for clearance of statutory obligations monthly and submit to Finance Coordinator for review,
  • Check expenditures are charged to correct budget lines of contracts and Oxfam account codes vis-s-vis requesters’ budget line
  • Ensure appropriate deductions of taxes are made in preparing payments on procurement of Goods, services, and works; and in preparing casual labour payrolls.
  • Prepare PI (Payment invoice) for payment requests submitted by the logistics department
  • Ensure all supporting documents accompanying each transaction and all vouchers are checked and approved by Budget Holder before recording transactions,
  • Be responsible for putting Oxfam “Paid stamp” on financial documents and transaction invoices and filing them sequentially.
  • Assist in Oxfam’s internal and external year-end Audit schedules and provide all documents required by the auditor during the audit as well as answering some audit queries as needed
  • Maintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulations
  • Ensure all financial and local government regulations have adhered to the desired standards
  • File monthly income tax, withholding tax, and staff pension return to the appropriate government office.
  • Ensure donor compliance as well as applicable rule and regulation
  • Provide support for other program and operation staff on a financial matter
  • Conduct regular cash count with the Finance officer or senior Finance officer.
  • Work closely with program, Logistics & admin, and finance staff to ensure finance issues of the programs run smoothly and effectively.
  • Perform such other duties as assigned by the Finance officer or senior Finance officer.

Oxfam general:

  • Actively participate in the implementation of Performance Management, including objective setting, performance review, upward feedback, and personal development plans.
  • Ensure relevant aspects of Oxfam’s work in Ethiopia e.g., gender equity is reflected in your objectives.
  • Ensure implementation of Oxfam’s operational policies, procedures, and guidelines, especially gender equity, in all aspects of Oxfam’s work with support from technical advisors and program service staff as needed.

Act as Oxfam’s representative at the local and national level with local authorities, partners, etc. as required, mainly in events relating to accounting/finance.

An ideal candidate for the role will also be / have:

Essential

  • BA degree in Accounting or Finance that can bring an added value to the post from a recognized university/college.
  • Relevant experience of 2 up to 4 years in a finance role, preferably in an international NGO.
  • Strong interpersonal skills, sensitivity to cultural differences, and ability to work in a wide variety of cultural contexts.
  • Good command of compute skill (MS-word, MS-Excel) and other Internal software system.
  • Knowledge of and Eager to learn various accounting software with special emphasis in Oxfam financial management system
  • Good spoken and written English skills, along with knowledge of local languages, are an asset.
  • Willingness to be flexible and adaptive to changing working requirements.
  • Strong sense of personal integrity and attention to detail.
  • Good team sprite and problem-solving skill.

Desirable

·       Familiar with refugee context

·       Willingness to travel to Oxfam field operation areas

·       Working under minimum supervision and able to work independently

·       Able to learn actively and engage with the organization’s financial system
