The Role:

 

Oxfam GB in Myanmar is looking for Finance and Administrative Officer.

 

Job Purpose:

 

Oxfam is working on Climate Resilience Livelihoods and Nutrition programmes with consortium partners and local organizations aimed at empowering communities in Kachin State. The Finance and Admin Officer will be responsible and accountable for managing day-to-day finance and administrative operations, while providing financial and operational support to consortium partners.

This role supports financial operations and office administration to ensure efficient programme implementation and compliance with organizational policies. Responsibilities include processing and maintaining accurate financial records, monitoring cash and bank transactions, preparing reports and reconciliations, supporting audits, and ensuring proper documentation and filing. The position also coordinates travel, meetings, office supplies, utilities, maintenance, vendor services, and liaison with government authorities and operations teams to support smooth daily office operations.

The Finance and Admin Officer will play an important role within a collaborative team, working closely with the finance and operations team, project and programme teams, human resources team and consortium partners under the supervision of the Consortium Finance Manager based in Kachin.

This Role Report To:                  Consortium Finance Manager (Kachin), and matrix manage by Programme Manager (Kachin)

Staff Reporting to this Post:    Cleaner/Driver and Guards (if any)

Key Relation/Interaction:        Finance and Program Departments of Oxfam internal as well as partner focals

 

Key Responsibilities:

 

Financial Operations, Controls and Compliance

  • Verify all payment and receipt documents to ensure accuracy, completeness, and audit readiness prior to processing payments.
  • Ensure all vouchers, proof of payments and “PAID” stamps are properly completed after each transaction.
  • Ensure that all payment and receipt documentation comply with Oxfam’s financial policies and procedures.
  • Provide day-to-day financial and administrative support to the Programme Manager and Consortium Finance Manager (CFM).
  • Perform routine checks on cash and bank balances and manage bank withdrawals as required.
  • Maintain and update daily records of cash and bank balances, including arranging withdrawals when necessary.
  • Maintain and regularly update project financial records and data.
  • Ensure accurate and timely data entry of financial transactions, including preparation of monthly accounts for submission to the CFM and Yangon Office.
  • Obtain monthly bank statements where available and ensure proper filing.
  • Perform monthly bank reconciliations and report findings to the CFM.
  • Prepare daily cash projections and payment lists and seek payment approvals from the CFM.
  • Conduct cash counts jointly with the CFM on payment days and with programme staff at month-end.
  • Monitor and follow up on pending payments and float advances to ensure timely settlement.
  • Maintain a well-organized and proper filing system for all financial documentation.
  • Notify payment requesters upon completion of payments and follow up for receipt submission.
  • Assist the CFM in preparing and organizing supporting documents on partnership financial requirements for audit processes and ensure proper filing after the audit.
  • Update and submit the float register to the Yangon Office on a weekly and monthly basis and follow up on outstanding floats for Myitkyina office.
  • Provide support during emergencies and undertake additional duties as assigned by the line manager and Programme Manager.
  • Actively participate in team meetings and contribute to effective team coordination.

Administration

  • Arrange the staff with work related travel arrangement (such as flight tickets, accommodation etc) to ensure the smooth running of the office and any action needed is taken in timely manner.
  • Assist with arrangement of meeting, workshop and trainings upon request by programs and operations in coordination with program team.
  • Responsible for office supplies and stationery as well as office stock management.
  • Handle the payments of the monthly utilities bills such as electricity, telephone, Internet and others etc in a timely manner.
  • Assist and initiate and follow up the process for contracting the lease of office to newly rent or extend the period based on the need and expired date of lease under the guidance of line manager.
  • Ensure appropriate care and maintenance of office building and compound, equipment, furniture to be standard with the Organization's health and safety policy.
  • Ensuring proper functioning and maintenance of the office equipment, such as call for regular services of copiers, generators and other facilities, closely supervise the cleaners for office cleaning.
  • Manage fuel consumption, purchase and tracking including coordination with gas station(s).
  • Act as a focal person to manage the service contract of security guards and drivers by reviewing monthly invoices for accuracy, monitoring daily performance and verifying attendance and shift rotations and coordinating with program manager and the firm’s management to resolve any issues or gaps in coverage, ensuring a secure environment for all staff and assets.
  • Maintain and update all administrative manuals, files, and office records.
  • Source and liaise with local medical service providers for update staff list to hospital on monthly basic and medical bills payment.
  • Assist and support to ensure that all reports and legal requirements are submitted to local authorities and relevant line departments and maintain effective relationships and collaboration under the guidance of the Program Manager and Government Liaison Coordinator.
  • Liaise with Administrative and Government Liaison Coordinator in Yangon to ensure all staff travel are authorised by relevant ministries and approval documentations are acquired before and on the time of the visit.
  • Maintain regular communication and collaboration with Operations Team from Yangon for operational needs technical support and resources.
  • Provide support by undertaking any other additional functions as delegated by the Line Manager and Matrix Line Manager as necessary.

Management and Development

  • Provide leadership and management to the line managed staff, including ensuring that performance management and capacity building support.
  • Responsible for working closely with matrix line manager of the staff line managed by job holder to ensure the line managed staff have perform and deliver their JD with their best effort.

Safety and Security

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam Safeguarding policies or Oxfam Code of Conduct.

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

Skill and Competence:

  • Bachelor’s degree holder with two years proven experience on financial/administrative skills.
  • Effective communication skills / good working knowledge in English.
  • Proven computer skills especially MS Word and Excel.
  • Ability to implement Oxfam's financial policy and procedures.
  • Ability to use judgement on routine functions, and work with minimal supervision.
  • Ability to prioritise own workload, to work independently and to work to meet deadlines.
  • Takes a proactive approach to problem solving and work prioritisation.
  • Good interpersonal skills and ability to work as member of a team.
  • Sensitivity to the development of the community and collaboration with local administration, line ministry and others.
  • Organisational awareness and understanding of the significance of financial information for management decisions.
