The Role:

 

Oxfam {Syria/} is looking for EFSVL TEAM LEADER 

KEY RESPONSIBILITIES:

  • Provide guidance on EFSVL areas of intervention and approaches for the Eastern Hub, working with 
    peers across hubs to sharing knowledge, learning and approaches.
    • Lead the implementation of EFSVL activities to ensure quality program delivery in line with agreed 
    operational plans and strategies

    • Lead and manage a team to deliver effective programme targets, tasks, and outcomes to a high 
    standard
    • Provide technical guidance and support to EFSVL team at field level in community mobilization, 
    beneficiary targeting, cash disbursement processes, monitoring and feedback and compliant 
    mechanisms
    • Participate in developing Concept Notes, proposals, guidelines, SOPs tools, reporting that can improve 
    the quality of the
    • Lead regular EFSVL team meetings to review implementation progress, and identify and address issues 
    in line with agreed operational plans
    • Represent Oxfam in coordination meetings and some external relationships on food security and 
    livelihoods, and early recovery aspects.
    • Coordinate the EFSVL team to work closely with MEAL, WASH, gender, protection logistics and finance 
    teams to ensure integration and synergy
    • Lead preparation of operational plans on weekly basis to ensure timely program delivery
    • Supervise and support EFSVL Team to deliver on the EFSVL program at field level
    • Lead budget planning and monitoring, inputs procurement and efficient utilization of human resources
    • Any other duties that may be reasonably required of the role, in achievement of team, hub and country 
    objectives and deliverables.

In addition:
University degree in relevant filed (Agriculture, Economics, Law, engineering field or any other relevant 
subject)
• Minimum 5 to 8 years of relevant experience
• Minimum of 5 years of experience with INGOs in EFSVL, livelihood and/or early recovery and resilience 
fields
• Minimum of 3 years of experience in technical teams’ management
• Demonstrated experience in implementing market -based interventions, including but not limited to 
Cash Transfers, Cash for Work, Business support, vocational training, market infrastructure 
rehabilitation and market driven capacity building programmes
• Demonstrated experience in use of participatory approaches to deliver food security and livelihoods, 
as well as early recovery and resilience projects with community leaders, local authorities, local 
partners and other relevant stakeholders
• Strong understanding of local socio-economic development issues, institutions, and local contexts 
for target communities
• Demonstrated experience of leadership, managing diverse teams, and capacity building of teams.
• Competency in use of relevant technology systems (MS Office suite, financial accounting, and
• accuracy skills)
• Fluency in Arabic and English (written and verbal)
• Management of budgets
• Strong influencing and networking
• Demonstrated skills in coordination with internal/external stakeholders
• Good analytic and problem-solving ability with the ability to anticipate and solve problems

Desirable:
• Master’s degree in Rural development, Agricultural science, economic fields, or relevant fields(s) 
from a recognized university
• Experience in gender and protection mainstreaming
• Minimum of 2 years of Experience in working with stakeholders, community-based organization, 
and local partners
