TEAM PURPOSE:

The EFSL Officer supports the successful delivery of Economic and Food Security & Livelihoods (EFSL) interventions under the GFFO Project in Renk County as part of the Sudan crisis response. The role is responsible for assisting in the planning, implementation, monitoring, and reporting of food security, livelihoods, cash-based assistance, income generation, and resilience-building activities, ensuring compliance with organizational policies, donor requirements, and standard operating procedures.

The position contributes to programme quality through assessments, beneficiary targeting, data collection, monitoring, documentation, and reporting. Working closely with communities, local authorities, partners, and internal teams, the EFSL Officer helps coordinate project activities, support procurement and distribution processes, monitor budgets, and ensure timely implementation of project workplans.

The role also provides technical guidance, coaching, and capacity strengthening for staff, partners, and community structures to improve programme effectiveness and sustainability. A strong focus is placed on accountability to affected populations, community participation, gender equality, social inclusion, protection, and conflict-sensitive programming.

Overall, the EFSL Officer plays a key role in delivering high-quality, evidence-based and accountable EFSL programmes that strengthen household food security, livelihoods, and resilience among vulnerable communities. The position contributes to effective programme coordination, risk management, learning, and continuous improvement to achieve sustainable project outcomes and positive impacts for targeted households.

KEY RESPONSIBILITIES

  1. Support Planning and Implementation: Assist in the planning, execution, monitoring, and reporting of EFSL activities under the GFFO-funded project in Renk in compliance with Oxfam policies and donor requirements.
  2. Technical Support: Provide day-to-day technical assistance for food security, livelihoods, cash-based interventions, and resilience-building initiatives.
  3. Workplan Development: Aid in creating and implementing project workplans, activity schedules, procurement plans, and budgets to ensure timely delivery of EFSL activities under the GFFO-funded project.
  4. Conduct Assessments: Facilitate assessments and data collection to inform evidence-based EFSL programming, including market and household-level needs assessments for the GFFO-funded project.
  5. Beneficiary Targeting: Support inclusive and accountable beneficiary selection processes, considering gender, age, disability, and other relevant factors.
  6. Stakeholder Coordination: Collaborate with communities, local authorities, and partners to enhance implementation and community engagement in EFSL activities.
  7. Monitoring and Reporting: Regularly monitor project activities and expenditures, addressing variances and contributing to program reviews and reports.
  8. Documentation: Ensure proper documentation and filing of EFSL program records, including beneficiary information and monitoring data.
  9. Risk Mitigation: Identify and assess operational, financial, and implementation risks associated with EFSL activities under the GFFO-funded project, ensuring compliance with safeguarding principles.
  10. Field Engagement: Conduct regular field visits to monitor implementation quality, engage with beneficiaries, and provide technical support on-site.
  11. Perform Assigned or Delegated Responsibilities: Perform any other duties and responsibilities related to the GFFO project as assigned by the supervisor.

What we are looking for:

An ideal candidate for the role will also be / have:

 

  • Minimum of four (4) years of relevant professional experience in Economic and Food Security & Livelihoods (EFSL), food security, livelihoods, cash-based programming, resilience, or related humanitarian/development programmes.
  • Proven experience in the planning, implementation, monitoring, and reporting of food security and livelihoods projects, preferably within humanitarian or development contexts.
  • Demonstrated experience in cash and voucher assistance (CVA), market-based programming, livelihoods support, income-generating activities, food security assessments, and/or resilience programming, as relevant to the project.
  • Bachelor’s degree in agriculture, Agricultural Economics, Economics, Development Studies, Food Security, Livelihoods, Social Sciences, International Development, or a related field. A master’s degree in a relevant field is an added advantage.
  • Strong understanding of food security and livelihoods concepts, humanitarian standards, market-based programming, vulnerability assessment, beneficiary targeting, and community-based approaches.
  • Excellent written and verbal communication skills, with strong interpersonal, coordination, negotiation, facilitation, and relationship-management abilities.
  • Strong computer literacy, including proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint, and familiarity with digital data collection and programme monitoring tools.
  • Demonstrated ability to work effectively with communities, local authorities, partners, field teams, and other humanitarian and development actors.
  • Strong understanding and commitment to accountability to affected populations, gender equality, protection, safeguarding, inclusion, conflict sensitivity, and Oxfam's programme principles.
  • Ability to work independently, manage competing priorities, meet deadlines, and demonstrate flexibility in a challenging and fast-changing humanitarian environment.
  • Excellent analytical and problem-solving skills, with the ability to identify programme risks, propose practical solutions, and adapt implementation approaches based on changing needs and context.
  • Fluency in English is required. Knowledge of Arabic and/or relevant local languages spoken in Renk and Upper Nile State is an advantage.
  • Willingness and ability to undertake regular field travel to project locations and communities within the operational area.
