The Role:

 

Oxfam Syria is looking for EFSVL Officer (Agriculture)

 

JOB PURPOSE: 

To implement and monitor the EFSVL activities at field level – mainly agriculture based intervention - with participation of key stakeholders including Oxfam field staff, rural communities’ Development Committees, financial service providers local authorities and others

KEY RESPONSIBILITIES

  • Lead stakeholder analysis and communities mapping exercises to inform program decision making and delivery process at field level.
  • Provide regular technical support to ensure quality and standard delivery of agriculture and livelihoods intervention as per the commitment and compliance of the donor
  • Lead community mobilisation and beneficiary identification and verification process for food security and agriculture based livelihoods.
  • Prepare monthly, quarterly, and annual plans of the project in collaboration with the project team
  • Prepare and produce monthly activities progress report including challenges and action taken and share with the line manager for further action as required.
  • Conduct quarterly review meetings with the project team to discuss the progress, challenges and advise any adjustments required considering the changing context.
  • Provide technical guidance and support to Oxfam frontline field staff and local partners in community mobilisation, beneficiary identification and verification, and monitoring and feedback and compliant mechanism
  • Coordinate and support Project Support Committees to participate in decision making and service delivery process
  • Organise regular meetings with key stakeholders at community level to provide updates and timely resolve issues
  • Support preparation of agricultural inputs and livelihoods distribution and other activities plan with community Development Committees and Project Support Committees at community level
  • Manage agriculture and other livelihoods inputs distribution process including preparing other inputs distributions plan, beneficiary mobilisation and verification, agriculture and livelihoods inputs distributions and responding to complaints and feedback
  • Supervise and support FSL Assistant to better deliver on his/her role and responsibilities.
  • Other duties may be reasonably required in supporting the delivery of team objectives and outcomes.

In addition:

  • Bachelor’s degree in agricultural science, agronomy and agricultural extension and Engineering or relevant fields(s) from a recognised university
  • 3 to 5 years Demonstrated experience in implementing market -based food security and livelihood project activities.
  • 2 years Demonstrated experience in agriculture based livelihoods projects with agriculture in-kind delivery modalities..
  • Experience in gender and protection mainstreaming.
  • Strong understanding of local socio-economic development issues, institutions, and local contexts for target communities.
  • Strong ability to work within a team and consult with a wide range of staff colleagues.
  • Have pervious Experience in manging the team
  • Flexibility and ability to manage work stress and to work under highly pressure. Able to spend 75% time in the field.
  • Pro-active and with excellent communication skills both verbal and written.

  • Demonstrated experience in implementing infrastructure Rehabilitation related food security and livelihood projects activities.
  • Experience in working with stakeholders, community-based organization and local partners
  • Good analytical skills and problem-solving ability
