The Role:

KEY RESPONSIBILITIES:

• Identify and form community-based disaster risk reduction (DRR) Committees
• Train DRR committees’ members and local government officials on DRR methodology and climate early warning
• Coordinate and lead DRR and climate risk vulnerability and capacity assessments, developing risk-informed preparedness and contingency plans with active participation from community based DRR committees and communities in identified payams and Bomas.
• Participate in county, Payam, and State-level awareness-raising activities related to DRR and Climate change, commemorating relevant events and promoting collaboration among stakeholders.
• Support the planning, execution, and monitoring of resilience projects focused on enhancing the adaptive capacity of agropastoral communities to climate shocks and conflicts.
• Conduct thorough assessments to identify climate-related risks, vulnerabilities, and potential conflicts affecting agropastoral livelihoods in the target areas.
• Facilitate community meetings and workshops to raise awareness about climate change impacts and promote community-driven solutions for resilience building.
• Organize and deliver training programs for community members and local partners on disaster risk reduction (DRR), sustainable agricultural practices, and conflict resolution strategies.
• Support the establishment of early warning systems to provide timely alerts on climate-related threats, enabling communities to take proactive measures.
• Collaborate with project team leader and Program managers to develop and implement County/Payam Disaster Management Plans and guidelines, enhancing the functionality of County Disaster Management Committees (CDMCs).
• Maintain accurate records of project activities, progress, and challenges, and prepare regular reports for project management and stakeholders.
• Ensure all gender equality and social inclusions issues are integrated into all project activities
• Ensure compliance with Oxfam organization policies, safeguarding standards, donor requirements and security procedures.

SKILLS AND COMPETENCE:

• Diploma or bachelor’s degree in development studies, Environmental studies, Disaster preparedness or related field of studies.
• At least 3 to 4 years’ experience in implementing DRRCA activities with recent in South Sudan Disaster prompt areas.
• Experience in risk-based approaches to DRRCCA and Locally Led Anticipatory Action Programme within South Sudan.
• Previous working experience in DRR & CCA Risk and Vulnerability Capacity assessments and Emergency Preparedness/Contingency Planning.
• Knowledge of sustainable Agriculture, food security, livelihoods and resilience programming.
• Strong understanding of DRR, social cohesion, peacebuilding, conflict sensitivity, and community dialogues approaches
• Experience working with donor funded programmes and multisectoral projects in a complex humanitarian environment with an international or multinational organisation
• Sensitivity, diplomacy, tact, good communication skills, and ability to remain calm under pressure.
• Well-developed interpersonal and team skills
• Good administrative skills to work with people at managerial and senior government levels.
• The ability to present concise reports, sometimes a short notice
• Ability to coordinate activities with other agencies, build and maintain positive working relationships.
• Ability to understand complex security situations and adjust operations accordingly.
• Experience in monitoring and evaluation of humanitarian programmes
• Flexibility, willingness to travel and work in difficult circumstances.
• Good understanding of humanitarian protection standard, Sphere Minimum Standards, gender issues and Code of conduct as relevant to food distribution activities.
• A commitment to the aims and objectives of Oxfam
• Demonstrated experience of integrated gender and diversity issues into humanitarian programmes.
• Strong oral and written communication skills in English
• Proven computer competence.
• Ability to work effectively in a culturally diverged organization.
• Ability and willingness to travel away from home and stay in the field.
• Good understanding of finance and admin procedures.
• Ability to keep clear and concise records.
• Good Communication & Negotiation skills.
• Commitment to issues of gender.
• Must be dedicated & proven honest.
• Sympathy with the aims and objectives of Oxfam and understanding and have commitment to humanitarian principles and minimum standards for disaster response.
