The Role:

Oxfam is looking for Country Human Resources Manager 

The Country HR Manager would involve dealing with confidential information. The post is required to provide both an operational and strategic service.  The job holder needs to be aware of staff issues / concerns and ensure effective achievement of the organisation’s goals and objectives.  The post holder needs to have direct impact over staff motivation and be responsible for improving quality within the human resources function.

KEY RESPONSIBILITIES

People management

  • The Country HR Manager holds responsibility for the HR Policy / Strategy, Recruitment, Induction, HR General Management (staff development, compensations and benefits, organizational design (change management), HR legal risks management) and is an active member of the Senior Management Team. 
  • Direct manage the National HR Advisor, HR Coordinator and the  HR Officers while he will be the matrix manager for the whole HR team in the Country
  • To train and build capacities of HR staff to carry out their tasks efficiently

Operational HR/problems and analysis

  • An active member of the Country Management Team, the Country HR Manager provide leadership and advice on HR issues within the country programme and ensure effective liaison with the Regional Centre and Oxford concerning all DRC programme HR issues
  • The Country HR Manager is required to analyse and work closely with the Country Director and the Country Management Team to be able to link up the key capacity building requirements with the Country strategy
  • Giving strategic advice to senior management in terms of the analysis of HR/People issues emerging in country would be part of this role.
  • Organise the staff representative and support that AOSA adhered to the organisational dynamics and improve the understand of all in regard to staff representative according to the legal labour law in DRC and Oxfam policies and staff handbook.

Legal risks management

  • To advise the Country Director on any legal or official obligations that Oxfam GB needs to be aware of concerning taxation, social security requirements and any other legal issues pertaining to Oxfam GB status in regard to the staff employment
  • To monitor and assist with the Lawyer’s support in the management of all legal cases in relation to Oxfam employment in the DRC and to advise the Country Management Team on necessary actions as necessary.

Policies and Procedures/systems

  • To carry out constant monitoring of all DRC HR policies and charters by making regular field visits and recommending to the Country Management Team changes to ensure best practice
  • To establish and organise HR systems including fixing guidelines to ensure smooth due processes in the recruitment, contract monitoring, reward, training, inductions, exit interviews and medical and ensuring Oxfam requirements are being met.

Market analysis - Salary/Recruitment

  • To manage the annual salary review process by gathering and analysing appropriate information from a range of sources and making recommendations for any changes
  • Analyse the staff turnover and make recommendations to address any recruitment issue
  • To analyse the employment market to enhance the quality of recruitment and retention

Support the panel on recruitments for C and B level staff

What we are looking for: 

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

An ideal candidate for the role will  have:

  • At least five years’ experience in HR Business Partnering or related high-level specialist role.
  • Strong consultation skills and experience influencing and interacting with senior Managers.
  • Experience in managing change in a diverse team
  • Outstanding people and client relationship skills. Proficient in coaching, mediating, influencing, facilitation, presentation, communication, analysis, and problem solving.
  • Bachelor’s degree from a college or university and seven or more years of related human resources experience, or an equivalent combination of education and experience. 
  • A ‘People’ person with strong business acumen in multi-national environment.
  • Knowledge of both English and French
  • Professional certificate in HR / OD / Management.
  • Prior leadership experience in Africa or in a post conflict environment
  • Good level of IT literacy and an understanding of how new developments in technology can positively contribute to the aims of an INGO.
