The Role:

 

Oxfam GB is looking for a Country Human Resources Manager in Yemen to provide strategic HR and organizational development support and ensure staff are well-resourced, managed, and developed to meet Oxfam’s mission. The Country HR Manager will lead the HR team in Yemen to promote integrity, diversity, inclusion, well-being, and safeguarding across all operations. She/He will partner with leadership and Oxfam affiliates to implement people strategies and maintain strong HR systems and services across Yemen. 

 

Key Responsibilities:

 

Strategic Leadership

  • Lead the implementation and periodic review of the Country People Strategy in coordination with the Country Management Team (CMT).
  • Anticipate and drive change management initiatives, both operational and strategic.
  • Provide strategic HR advice to senior leadership, ensuring alignment with Oxfam’s vision, values, and local legislation.
  • Serve as a trusted People & Culture manager within the Senior Management Team (SMT), influencing strategic decisions and organizational change processes.
  • Translate Oxfam’s core values and feminist principles into actionable policies and practices, particularly in employee relations and team management.
  • Lead the development and implementation of HR policies, including recruitment, remuneration, and staff well-being, ensuring alignment with local laws and Oxfam’s global strategies and promoting equitable opportunities for women and men.
  • Actively contribute to the Country Management Team and organizational development initiatives

Talent Management & Development

  • Oversee recruitment, onboarding, and capacity building for staff across the sub-region, collaborating closely with relevant team members and stakeholders and promoting diversity and equitable access.
  • Foster a values-led, diverse, and inclusive team culture.
  • Support performance management, career development, and succession planning.
  • Lead the implementation of the Country Learning & Development Strategy and annual L&D plans.
  • Ensure effective onboarding, role transitions, and offboarding processes.
  • Conduct talent mapping to identify high-potential employees and coordinate resources for capacity development.
  • Promote a culture of continuous learning and performance management using Oxfam’s 'Let’s Talk' framework, ensuring staff are held accountable, receive feedback, and are recognized for their contributions.
  • Support managers in coaching and developing their teams to optimize potential and meet Oxfam’s objectives.

Organizational Development and Culture

  • Foster and promote a healthy, inclusive, and productive work environment by advancing Oxfam’s commitment to diversity, equity, and inclusion through recruitment, capacity building and HR practices
  • Lead initiatives to enhance organizational culture and strengthen team cohesion and a shared sense of belonging.
  • Support change management processes, collaborating with colleagues from the MENA region and global affiliates to ensure effective implementation aligned with Oxfam’s values.

Employee Relations & Engagement

  • Provide expert guidance on employee relations, ensuring compliance with policies and local laws.
  • Lead employee engagement initiatives and analyze feedback to inform management decisions.
  • Ensure consistent application of HR policies and practices across the employee lifecycle.

Operational HR

  • Ensure high standards in HR operations such as workforce planning, payroll coordination, recruitment and selection and compliance with employment laws.
  • Implement audit recommendations and maintain HR best practices.
  • Collaborate with the Reward Shared Service to maintain a competitive, equitable, inclusive and compliant reward package.
  • Implement country-specific reward policies, especially during humanitarian responses.

Team & Budget Management

  • Manage HR resources, including people, assets, and budgets.
  • Coordinate with Finance on payroll, staff cost planning, and support for Country Operational Planning (COP).

Representation and Organizational Participation & Influence

  • Represent Yemen country office’s needs and context within the MENA People & Culture team, contributing to regional and global HR discussions.
  • Build effective networks and partnerships internally and externally to support HR and organizational goals.
  • Coordinate closely with Oxfam International and relevant Executive Affiliates to align on shared HR policies, procedures, and tools.

  • A degree in Human Resources or a related field, with 10+ years of progressive HR experience, including senior-level leadership.
  • OR 15+ years of proven HR experience, ideally in the non-profit sector and within MENA (Middle East and North Africa) .
  • Demonstrate knowledge and expertise in:
    • Managing performance of others and helping people to develop, grow and achieve  their potential, including increasing diversity and inclusion in teams and / or workplaces.
    • INGO/sector experience preferred.
    • Organizational development and change management
    • HR compliance, systems, and process design
    • Risk management, conflict resolution,
    • Support to safeguarding initiatives
    • Experience providing leadership and direction on all HR issues, at the same time as balancing the
    • Strategic role with the need to deliver effective day-to-day HR services.
    • National labour laws and global HR standards

  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the

  • Ability to speak Arabic
  • Experience working in difficult humanitarian context with minimum social services and access
  • A background in humanitarian or development contexts.
