Oxfam Pilipinas (OPH) is now the 22nd independent affiliate of Oxfam confederation. It is currently working to diversify its funding streams to support the sustainability of its operations and advocacy goals. The organization is launching a public fundraising initiative as part of its broader sustainability strategy. The proposed Public Fundraising Market Research will serve as the foundation for developing a robust and context-specific fundraising program, with a focus on individual giving, digital campaigns, private sector or corporate engagement, fundraising events and other local institutional partnerships. Its overall objective is to understand the public fundraising landscape in the Philippines and to gather data on OPH’s team approaches for the creation of public fundraising program.
The Consultant will undertake a comprehensive market research study to understand the public fundraising landscape in the Philippines. It will include three (3) process stages with initial and pre-identified research points such as but not limited to:
1. Data Collection
1.1. To collect data based on political, economic, social and technology (PEST) analysis tool.
1.1.1 Review Philippine government overall situation and policies on NGO operations, tax incentives for donations (big or small), regulatory environment, and data privacy laws.
1.1.2. Revisit economic indicators that affect public fundraising such as but not limited to GDP growth, individual income and spending behavior, inflation, unemployment rates, and corporate social responsibility (CSR) trends in the Philippines.
1.1.3. Determine cultural attitudes and perceptions for philanthropies and development INGO in the Philippines specifically towards OPH.
1.1.4. Identify technologies that support public fundraising by researching available CRM, existing payment gateways, digital marketing tools, cybersecurity concerns and internet penetration for online donations.
1.2. To gather information on the market evolution, size of market share and opportunities for public fundraising in the Philippines.
1.2.1. Make an historical analysis by studying NGO fundraising trends and competitor market shares.
1.2.2. Evaluate total annual donations, key competitors and their fundraising market share, and donation breakdown by source (individuals, corporate, institutional).
1.2.3. Identify regulatory requirements, donor behavior trends and digital engagement pattern.
1.2.4. Segment donors by demographics and categorize by giving preferences including small donors, corporate, High-Net-Worth Individuals (HNIs), Generational clusters (Millennials & Gen Z).
2. Assessment and Analysis
2.1. To analyze the results on financial indicators, best funding channels and preferred giving platforms.
2.1.1. Evaluate available fundraising channel by testing and reviewing digital community, corporate and legacy fundraising initiatives. Assess success rates and donor engagement per channel.
2.1.2. Review public fundraising capital, expenses and ROI in the Philippines.
2.2. To analyze the feasibility and cost-benefit.
2.2.1. Assess compatibility and cost-effectiveness of digital fundraising and its entailed technology solution (social media campaign and tools) and requirements to see fit and flexibility for OPH.
2.2.2. Assess messaging effectiveness for OPH impact narrative and fundraising propositions. Identify gaps and develop messaging strategies based on the data collection findings.
3. Reporting and Recommendation
3.1. To summarize findings, analysis and provide recommendation for OPH public fundraising program.
3.1.1. Summarize findings with risks, opportunities, and recommendations.
3.1.2. Optimize strategies by recommending improvements and integrations on current Country and Sustainability Strategies.
3.1.3. Develop and adjust audience messaging communication plan based on results.
3.1.4. Recommend a business plan with a roadmap for integration and set timelines for PFR program.
3.1.5. Recommend future projects and for adapting to market changes based on projections/scale up that include AI-Driven engagement and new fundraising methods.
3.1.6. Provide organizational structure recommendations for PFR that may be applicable and appropriate to OPH context as an organization.
If the consultant wishes to propose modifications to the specification which may provide a better way to achieve Oxfam Pilipinas’ objectives in this call, these must be considered as an added-value in the offer.
