Background

 

The "Care Connect: Action for Care Workers in the Philippines and Indonesia" project, spearheaded by Oxfam in partnership with six local organizations, is a 4-year initiative designed to transform gender dynamics and improve the lives of women and girls in these countries. The project aims to enhance empowerment, socioeconomic well-being, and the enjoyment of rights among women and girls. This initiative addresses the multifaceted challenges of care work, including unpaid and paid domestic care tasks. The Care Connect project emphasizes the need to recognize, redistribute, and reduce unpaid care work while ensuring decent work and fair wages for paid care workers. It also promotes representation, social dialogue, collective organizing, and bargaining for domestic care workers, drawing on the International Labour Organization's "5R framework."

 

As part of the Care Connect project's approach to feminist and gender-transformative principles, Oxfam Pilipinas is proposing to conduct a research study to assess the impact and implementation of the Kasambahay Law (Republic Act No. 10361) 10 years after its passage in 2013. The Kasambahay Law, officially known as Republic Act No. 10361, was enacted in the Philippines on January 18, 2013, to protect the rights and welfare of domestic workers, known as "kasambahay." The law sets minimum standards for their employment, ensuring protection against abuse, exploitation, and unsafe working conditions. Key provisions include setting a minimum wage, regulating working hours, ensuring days off, providing access to social security, and offering mechanisms for addressing grievances.

 

This research aims to evaluate the law's effectiveness in improving the working conditions, rights, and social protections for domestic workers, specifically kasambahays or domestic workers, and to identify gaps or areas for improvement.

 

These Terms of Reference outline the study's objectives, approaches, and deliverables.

  

  

 

Scope of Work

Expected deliverables of the proposed research are the following:

 

1. Inception report.  Not more than ten (10) pages.  It should outline the partners’ and consultant’s understanding of the study’s rationale, objectives, methods, and other parameters.  With draft data collection tools, initial results of document review, detailed work plan, and data protection and management plan.  The initial draft of the report is for review by project partners and Oxfam Pilipinas and is to be revised accordingly towards the preparation of the final draft.

 

2. First draft of the research report.  The report should not exceed fifteen (15) pages, excluding annexes, and should include an executive summary, a concise presentation of the research methodology, and key findings, analyses, and recommendations.  The draft research report should be submitted to Oxfam Pilipinas for peer review and feedback.

 

3. Final draft of research report and KPs.  The final draft of the research report should address feedback from the peer reviewers, project partners, the Oxfam Pilipinas program teams, and regional MEAL vocals on the first draft of the report.  The report should not be more than fifteen (15) pages, excluding annexed materials and photos from the research.  Apart from the final report, consultants shall produce knowledge products to help facilitate the dissemination and uptake of the research findings among other actors.  These will include 1) A presentation deck and 2) A study brief (should not exceed four pages).  

 


Period of Engagement :  January 2025 – June 2025

 

Budget: Professional Fee - Php 300,000.00

               Operational Expenses - Php 350,000.00
