Oxfam and local partners in Asia are currently implementing two grants as part of a regional program aimed at Strengthening Community Preparedness, Rapid Response and Recovery in Asia. A first phase implemented from 2020 to 2023, and a second phase which started in 2024 will end in December 2026. The program works with 8 local NGOs to implement DRR activities in a total of 87 communities in four target countries: Nepal, Bangladesh, Indonesia, and the Philippines. Overall, the project targets approximately 36,186 people directly and 437,017 people indirectly.
For this, Oxfam and partners work in the same target areas since its very first phase, as summarized below:
This evaluation comes after 6 years of implementation in the same communities of the Philippines, Bangladesh, Indonesia, and Nepal. A first evaluation report was delivered at the end of ACT phase 1 in 2023 to assess the effectiveness, impacts and identify the best DRR practices. As this second phase of ACT will end by December 31, 2026, Oxfam America is looking for a team of evaluation consultants to conduct a summative and formative evaluation that will provide valuable information on how ACT programming contributed to strengthening DRR capacities, local DRR systems, and early signs of sustainability in the target communities over the years , and will provide insights and recommendations for a next phase.
It is expected that the evaluation team will take into account the specificities of each country’s context in the data collection, methods and analysis. For this, the Evaluation Advisory Committee recommends forming a team of evaluators who will support the Evaluation Lead in this regional evaluation process. Oxfam is looking for an Evaluation Lead possibly from one of the four countries who will hire in-country evaluators within the budget limit for this evaluation.
