The Role:

 

Oxfam OG in Myanmar is looking for Consortium MEAL Manager.

 

Job Purpose:

 

Lead the establishment and operationalisation of the MEAL system for respective project, ensuring overall programme quality, accountability to communities and donors, and effective support to local partners in the delivery of project activities. This role is also expected to contribute into overall program quality, the impact and effectiveness of programs, enabling the OiM to make informed decisions based on reliable data.

Staff Reporting to this Post:            None

Key Relation/Interaction:            This position is expected to work very closely with MEAL staff of consortium partners, Oxfam’s Program Quality and Impact team, Program, HR, Finance and Operations Teams.

 

Key Responsibilities: (Technical, Leadership, People and Resource Management)

 

Strategic and Technical Leadership

  • Lead effective planning and implementation of monitoring, evaluation, accountability and learning for the assigned projects.
  • Oversight quality and responsible for MEAL and data reporting of assigned projects in coordination with respective Oxfam’s team, partners and donor MEAL counterparts.
  • Lead project baseline, mid-term, endline and relevant studies of project.
  • Design and develop database, visualize data to present for management decisions.
  • Developing MEAL framework and plan that describes the approaches, methods and indicators that Oxfam uses to measure the outcomes and outputs levels results following project’s implementation.
  • Ensure that data is frequently and periodically reviewed to assess progress and track how lessons learned are being adapted into ongoing programming; support the project team to make evidence-informed programmatic decisions and will monitor the performance of the project’s activities.
  • Ensure all data reporting is met with quality as per respective deadlines.
  • Lead on capturing change, outcome and organize review and learning workshop.
  • Capture Most Significant Change Stories, Outcome Monitoring, Outcome Harvesting, other surveys and internal project evaluations as required.
  • Perform quantitative and qualitative data analysis, interpretation, triangulation, visualisation, dissemination (graphs), presentation and reporting.
  • Perform data quality assessment to verify the quality of reported data of partner organisations for key performance indicators and support data management systems.
  • Share learning formally with Partners and Program staff at workshops, trainings, reflections, Lessons learned from formal CFM exercises can be documented, and share the reports.
  • Ensuring compliance with donor requirements and promoting a culture of learning and evidence-based decision making.

Partnership

  • Working closely with Consortium Partners and coordinating with various teams to support MEAL system strengthening, capacity building, and program monitoring.
  • Work with project staff and partners to develop regular monitoring processes, including establishing beneficiary databases and required data collection tools.
  • Lead robust monitoring and accountability practices and mechanisms of assigned projects including remote monitoring and community feedback mechanisms in close collaborations with consortium partners.
  • Ensure partners and sub-grants organizations are following effective monitoring practices at different levels through field visits and virtual verifications, document reviews and providing analysis on findings.

Program Quality and Impact Collaboration

  • Work with the programme quality team to effectively promote data synergy at different levels, promote PQ work and quality standards.
  • Assist the Head of PQI to deliver Country/Programme monitoring & Learning workshops/reviews (including Programme Quality Reviews) with relevant programme leads, partners and other stakeholders.
  • Assist in development of new Logical Framework, ToC for new project proposal development.
  • Work closely with Gender, Protection, Safeguarding PQ colleagues to review the progress of program quality dimensions and capture the outcomes of respective areas.

External coordination and collaborations

  • Engage with respective MEAL counterparts of donor of assigned projects for overall coordination, quality monitoring, RDQA and assessments.
  • Participate in relevant coordination platforms, clusters and technical working groups.
  • Contribute to engagements of external data and knowledge sharing with other organizations.

Safety and Security

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policies (PSEA, Child Safeguarding etc) or Oxfam Code of Conduct.

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

Skill and Competence:

Essential:

  • Minimum of 5 years of working experience in designing and implementing MEAL preferably previous experiences of working in nexus program, humanitarian, development and CSO strengthening sectors.
  • Strong skills and experiences of database development and management (MS Excel, Power BI, digital data collection tools and others) Excellent facilitation skills such as workshops/ FGDs and experience in building the capacity of varied stakeholders.
  • Excellent skills of Qualitative analysis, facilitation and documentation of project success, change observed , and bests practices.
  • Good written and verbal communication skills in English.
  • Demonstrated experiences of working with local CSOs, CBOs and women rights organizations in Myanmar.
  • Experience in establishing community feedback mechanisms and the MEAL Approach for the limited access program.
  • Ability to manage multiple priorities and work under pressure and deadlines.
  • Ability to communicate and influence teams and individuals effectively.
  • Ability and willingness to undertake extensive travel in the country.

Desirable:

  • Knowledge and working experiences of working in N & S Shan States.
  • Experience in program innovation, project design, program/proposal development would be an asset.
