The Role:

 

Oxfam GB in Myanmar is looking for Consortium Finance Manager.

 

Job Purpose:

 

Oxfam is working with local partners for Transforming Food and Livelihood Resilience in Kachin state. The Consortium Finance Manager will lead overall grant and financial management of all projects and operations, managed by Myitkyina office in Kachin state. The post holder will   be responsible to lead the grant, financial and risk management, financial reporting and donor communication and financial capacity strengthening support to local consortium partners and CSOs in Kachin. She/He plays an important and leadership role in a team that work closely with financial and operational team in Yangon, project & program teams and consortium partners under the supervision of Programme Manager.

 

Key Responsibilities:

 

Donor reporting and communication

  • Focal for the donor reporting, relation, communication and engagement on all finance and contract compliance/ cost eligibility related issues.
  • Ensure that all financial reporting requirements are being adhered to and met in an efficient and effective manner. 

Partners’ grant management

  • Be a key player in the issues of grant and management to ensure accurate budget coding of expenses and full compliance with Oxfam’s internal and donor requirements.
  • Review grant agreement with partners from financial management perspective and prior to signature.
  • Review and analyze grant expenses of partners expenses and variances to advise the programme’s management on expenditure trends and potential issues.
  • Ensure that donor regulations are compiled in partners financial management and expenditure; regular voucher verifications are carried out and provide required technical supports/feedback.
  • Support on the review and preparation, from a financial perspective, of the Letters of Agreements of the assigned Projects with partners and CSOs including revisions, over/under budget monitoring and prior approval, etc.
  • Lead the Expenditure Verification audit process, or any other internal or external audit which is planned.
  • Risk management: Financial /compliance risk monitoring of financial and organizational systems of consortium members and advise partners on relevant systems development.
  • Conduct quarterly field visits to connect with finance staff from partner organisations and to monitor their financial management.
  • Support and guide the Project Management Unit/Project Management Team in financial matters, which includes fund requests and transfers to Consortium partners following a disbursement plan.
  • Review monthly budget utilization of the projects and suggest improvement to Oxfam’s Program manager, relevant Project Management Team or Steering Committee) and partners’ focal.
  • Ensure managers have up to date financial information, that budget accuracy is verified. As per contract, raise funds request to donors and inform donors for funding receipts.
  • Provides support by undertaking any other additional functions as delegated by the Oxfam-PMT
  • Require supporting day to day finance operational tasks whenever team is required.
  • Establish communication channels and work closely with relevant finance focal staff from Consortium partners. 

Consortium Representation

  • Key contact focal for communication and financial reporting with back donor of the project.
  • Provide leadership in audit process for all consortium partners expenses.
  • Represent internal and external meetings regarding finance matters of Oxfam and PMT/PMU.
  • Communicate and liaise with consortium partner staff on relevant financial issues arising over the course of the programme. 

Financial Control and Management

  • Formulate projects progress reports with relevant formats and have full oversight on the whole consortium budget.
  • Ensure the completeness, accuracy, and timeliness of all financial reports for internal and external purposes.
  • Compiling consolidated financial reports with the specified format within the agreed timeframe in coordination with PMT and submit to back donor.
  • Verify all program and partners’ expenses and payments to ensure all are in line with donor’s and Oxfam internal control procedure.
  • Prepare expenditure plan for the activities planned together with Programme Management Team (PMT)
  • Ensure to prepare the monthly expenditures report based on GL as well as internal accounting control and ensure all requirement documents are completed.
  • Ensure to record partners expenditures in a proper system and partners fund balance are regularly reconciled and control with General Ledger systematically.
  • Continuously oversee income and expenditures of the grant contract and report to Program Manager and Program Finance Manager in a timely manner.
  • Lead the verification of supporting documents of all Consortium partners, including Oxfam, and maintain a consortium partner visit plan with findings and follow-ups.
  • Prepare and produce report by consolidating financial information from Oxfam and consortium member and submit in timely and accurate management/financial accounts and reports quarterly to Consortium Steering Committee and annually to donor.
  • Provide necessary analysis and highlight financial status to the Programme Managers, including the development of a Quarterly Financial Report (QFR). The CFM shall also set up a meeting with Oxfam’s Finance Manager, Programme manager, PMT team and SC, to discuss the analysis of the QFR.
  • Lead Annual budget planning for Annual Budgets as per requirements, and/or revise budget based on the project requirements, including updating the program budget in Oxfam internal System requirements. 

Partnership and Capacity Strengthening

  • Coordinate with technical partners to provide training and coaching to Programme and partners on donors’ guidelines and financial procedures in order to fulfill requirements and reduce risks of ineligible costs.
  • Lead the financial assessment Consortium partners, including updates of project and organizational operation and management and support where identified the area to improve.
  • Ensures the implementation of Oxfam’s gender policy in all aspects of finance policy and practice.
  • Build the capacity of all financial staff of consortium partners, pro-actively seeking out opportunities for strengthening based on financial assessments and reporting feedback.
  • Carry out (refresher) trainings and briefing of all project staff in agreed procedures including donor policy and procedures, conduct practical exercises in accounts preparation.

  • Actively contributing to the development and maintenance of security management policy and procedures.

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

Other

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

  • A university degree in accounting or finance is required and an advanced degree (such as ACCA) is preferred.
  • Minimum of 5 years of relevant experience in financial management, ideally within the non-profit / Consortium Projects / Funded organization will be asset.
  • Fluent written and spoken English.
  • Proven knowledge of computerized systems and demonstrable experience of working with computerized accounting packages and spreadsheets
  • Excellent communication and interpersonal skills
  • Ability to produce quality financial management information and recommend suitable courses of action.
  • Ability to monitor donor contracts and produce requisite high quality and timely reports.
  • Ability to work independently and prioritize effectively to achieve results.
  • Ability to implement Oxfam's financial policy and procedures and good practice/systems.
  • Diplomacy, negotiation and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of priorities.
