Community Engagement Officer- Maternity Cover
OBJECTIVE
To build strong community awareness, active participation, and ownership around solid waste management and recycling activities, reducing public health risks and environmental impact, and contributing to a life with dignity for vulnerable people in the community.
Support the community in the designated area to manage SWM provision and access to SWM services. Build the capacity of adults and children to mitigate environmental related diseases, and provide a link between the community and Oxfam's SWM/Climate Justice program, ensuring the community has the opportunity to input, participate, and provide feedback on implemented activities. Build the capacity of Community Engagement Assistants and Incentive-Based Volunteers (IBVs) to deliver a high-quality program that is responsive to the needs of the community at Area level.
ROLES & RESPONSIBILITIES
The Community Engagement (CE) Officer will oversee CE field activities, including management of CE Assistant(s) and paid volunteers, to support SWM provision and activities in Azraq and Zaatari refugee camps. The CE Officer will initially be deployed to Azraq Camp on a full-time basis, and will subsequently transition to Zaatari Camp to cover the Community Engagement Officer role during maternity leave, based on a handover plan with the outgoing officer, ensuring community engagement activities are delivered as planned and in close coordination with other project teams, and that all targets are met as agreed in the project framework.
The CE Officer will support the Community Engagement Manager in leading the implementation of the Community Engagement component as part of a large-scale project. Responsibilities include, but are not limited to, awareness raising, behavioral change activities, capacity building trainings, clean-up campaigns, stakeholder engagement, managing IBVs and CE Assistant(s), community meetings and dialogue sessions, development of awareness materials, and the formation of environmental committees.
Work schedule
The CE Officer position requires immediate deployment and is expected to work across both Syrian refugee camps (Azraq and Zaatari), with the following expected timeline (subject to change based on programmatic needs):
STAKEHOLDERS
The CE Officer will report directly to the Community Engagement Manager and work closely with other Internal program team members, including SWM Officers, SWM Assistants, Recycling Officers, Recycling Assistants, MEAL team, Comms TEAM, and the Cash-for-Work (CFW) team. The CE Officer will also coordinate with key support functions, including Procurement, HR, Communications, Finance, and MEAL teams, to ensure effective project implementation and alignment with organizational processes.

Decolonial Feminist Leadership:
We aim to practice leadership that is aware of power dynamics and strives for collective decision-making. This approach empowers others by sharing power and enabling individuals to make decisions.
Accountability: The working groups will enable transparency by clearly documenting all processes, including Terms of Reference (ToRs), work plans, stakeholder feedback, approval processes, and final implementation plans. This ensures that all documentation is accessible to all involved.
Inclusivity: We commit to the principle of "Nothing about Us without Us," ensuring active participation from CCRs and historically marginalized groups. While improving policies, we will balance inclusivity with efficiency to avoid overburdening CCRs. This includes ensuring diverse representation within working groups (e.g., gender, geography, ethnicity) and allowing time for translation and asynchronous participation when needed. All final outputs (e.g., policies, guides) will be made available in the four official languages, with relevant webinars conducted in those languages.
