Job Purpose

To support the implementation of Oxfam Pilipinas’ Resilience, Gender Justice, and Humanitarian ambitions with a particular focus on leading the communications work of the Resilience Portfolio by working collaboratively with others. Ensure to support both campaigns and influencing outcomes of the Resilience Portfolio delivered in partnership, as well as Oxfam-led advocacy and campaign work.

 

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

Essential

  • Bachelor’s degree in Development Communications and other relevant subjects such as international development, communications, gender studies, political science, or related discipline, with a strong emphasis on managing communications and campaigns related to Resilience building.
  • Minimum of 3 years of experience in communications and campaigning, with proven capacity to lead and or be an effective team member.
  • Excellent communication skills with fluency in written and spoken English and Filipino and other local dialects.
  • Proven experience working with multi-media and other development and campaigning partners (like influencers, among others)
  • Minimum 3-5 years of working in partnerships with Women’s Rights Organizations (WROs), CSOs, Youth, IPs, and PWDs on advocacy and campaigns related to women's economic empowerment, disaster risk reduction, climate justice, just energy transition, gender justice, among others.
  • Well-developed understanding of resilience, gender justice, and humanitarian issues
  • Demonstrated track record of producing high-quality, evidence-based policy papers and or published communication references.
  • Strong interpersonal skills and a highly developed ability to work in multicultural settings and with community groups of varying backgrounds; developed capacity for tact, diplomacy, and negotiation.
  • Proven experience in lobbying and playing key representational roles.
  • Demonstrated capacity to work collaboratively in partnership with experience of working with a wide variety of partners.
  • High level of communications and campaigning skills with proven ability to influence stakeholders at all levels.

Desirable

  • Master’s degree in a relevant subject, international development, communications, public policy, humanitarian action, gender studies, program management, or related discipline
  • Previous experience working with private sector actors, media, and communications companies.

Other:

This post will be Manila-based (or work from home, depending on the negotiation with the line manager), with regular travel to field sites and occasional international travel as delegated.

KEY RESPONSIBILITIES:

The role’s responsibilities include, but are not limited to, the following:

  • Coordinates and steers the development of the communications and campaigns strategy of the Resilience portfolio and its thematic programs – Women’s Economic Empowerment, Disaster Risk Reduction-Anticipatory Action, Food Security and Nutrition, in close coordination with the Policy Advocacy and Communications (PAC) Team and with support from Resilience Portfolio Manager and respective Project Managers
  • Works closely with Project Managers and the PAC Team for the implementation of communications and campaigns strategy and its integration into the advocacy campaign strategies and plans of the thematic programs under the Resilience Portfolio
  • With support from the Resilience Portfolio Manager and the PAC Team, builds relationships and provides technical support to the Resilience team and partners in the media to amplify campaigns and advocacy messages of the Resilience Portfolio and provide capacity building on communications and campaigning.
  • Provides regular updates and prepares campaigns and communications briefings, including media trends on resilience.
  • Supports Resilience Portfolio Manager and works with the MELSA team in preparing and disseminating communications and campaign reports and knowledge products (update plan) for internal use and donors, collaborate with relevant partners, colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high-quality reporting that complies with organizational and donor requirements.
  • Ensures administrative and logistics procedures are followed in all relevant activities of the program and project in close collaboration with logistics and admin officers; and
  • Works and collaborates effectively with other key policy advocacy, campaigns & communications teams in Oxfam confederation as delegated.

 

Contract Length: Fixed term (April 2025 – December 31, 2025, with the possibility of extension)
