What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

Essential 

  • Bachelor’s degree in development communications and other relevant programs such as international development, communications, gender studies, political science, or related discipline, with a strong emphasis on managing communications and campaigns related to climate justice.
  • Minimum of three (3) years’ experience in policy advocacy, communications, and campaigning, with proven capacity to lead and or be an effective team member.
  • Excellent communication skills with fluency in written and spoken English and Filipino and other local languages.
  • Proven experience in producing multimedia products, and using software and other media monitoring tools and social listening platforms.
  • Well-developed understanding of development, climate justice, gender justice and humanitarian issues in the context of the Global South.
  • Demonstrated track record of producing high quality evidence-based policy papers and or have published communication references, and experience in lobbying and playing key representational roles in policy advocacy.
  • Strong interpersonal skills and a highly developed ability to work in multicultural settings and with community groups of varying backgrounds, developed capacity for tact, diplomacy, and negotiation.
  • Demonstrated capacity to work collaboratively in partnership with experience of working with a wide variety of partners, including campaigning partners such as influencers.
  • High level of communications, campaigning skills with proven ability to influence stakeholders at all levels.
  • Advance to intermediate knowledge in Adobe Creative Suite (Photoshop, Illustrator, InDesign, and/or Premiere Pro) or Canva and Microsoft apps (Word, PowerPoint, and Teams)

 

Desirable

  • Knowledge in Do-No-Harm principles and conflict sensitivity.
  • Professional training in a relevant subject, international development, communications, public policy, humanitarian action, gender studies, program management, or related discipline
  • Previous experience working with nongovernment/civil society organizations, private sector actors, media, and communications company.

 

Other 

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

Key Responsibilities

Responsibilities include but are not limited to, the following:

  • Leads the development and implementation of the communications and campaigns strategy of the Climate Justice (CJ) portfolio and its thematic areas, specifically the youth-led advocacy campaigns, in close coordination with the Policy Advocacy and Communications (PAC) Team and with support from the Climate Justice Portfolio Manager or designate.
  • Works closely with the CJ Portfolio and the PAC Teams for the implementation of communications and campaigns strategy and its.
  • Develops engaging multimedia content (social media posts, web stories, infographics, videos, and newsletters) aligned with Oxfam Pilipinas’ campaigns and projects across portfolios/programs.
  • Gathers stories of change and success from project partners and communities.
  • With support from the PAC Team, builds relationships and provides technical support to CJ Portfolio team and partners to amplify campaigns and advocacy messages of the Portfolio and provide capacity building on communications and campaigning.
  • Provides administrative and logistical support for communications events, workshops, and campaigns.
  • Provides regular updates and prepares campaigns and communications briefings including media trends on climate justice and just energy transition.
  • Supports the Advocacy and Campaigns Officer - Climate Justice and the Climate Justice Portfolio Manager in preparing and disseminating communications and campaign reports and knowledge products for internal use and for donors, and collaborates with relevant partners, colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high-quality reporting that complies with organizational and donor requirements.
  • Supports the monitoring and analysis of communications performance using analytics tools (e.g., Meltwater, Meta Insights).
  • Works and collaborates effectively with other key policy advocacy, campaigns & communications team in Oxfam confederation as delegated.
  • Represents the organization externally as delegated.
  • Ensures administrative and logistics procedures are followed in all relevant activities of the program and project in close collaboration with logistics and admin officers.
  • In times of emergency and disasters, may support humanitarian surge capacity.
