The Role:

 

Oxfam GB in Myanmar is looking for Climate Change and Resilience Coordinator.

 

Job Purpose:

 

The Climate Change and Resilience Coordinator will lead and coordinate adaptation and climate resilience initiatives across Oxfam’s programme areas. The role is responsible for ensuring effective programme management, maintaining quality standards, and delivering timely and impactful resilience and recovery interventions. This role will represent Oxfam in relevant clusters and coordination forums, engaging with key stakeholders on climate change and resilience issues and ensuring that Oxfam’s perspectives and priorities are effectively represented and integrated.

Key Responsibilities:

 

Programme and Partnership Management:

  • Lead the delivery of Oxfam’s resilience and recovery programme under the Just Climate and Sustainable Livelihoods Strategy in targeted areas.
  • Identify, develop, and manage a portfolio of local partners and their project activities in line with approved proposals and plans.
  • Coordinate and liaise with project partners and allies on joint activities related to climate change and resilience.
  • Support the capacity development of team members to promote improved knowledge of climate change approaches.
  • Oversee implementation and reporting of Oxfam-led activities within the project plan.
  • Prepare and submit high-quality project reports for donors and other stakeholders as required. 

Technical Leadership, Networking and Representation:

  • Serve as the technical lead for climate resilience and climate-adaptive livelihoods in targeted communities.
  • Assess partner and stakeholder capacity needs and provide tailored capacity-strengthening support based on identified needs, both internal and external.
  • Build collaborations with key stakeholders to ensure programme synergies and maximize impact.
  • Provide technical inputs and leadership for new programme design and partnerships under Oxfam’s Just Climate and Sustainable Livelihoods Strategy.
  • Represent Oxfam in coordination and cluster meetings with donors, I/NGOs, and civil society networks in regard to climate change and resilience initiatives and approaches.
  • Engage with Oxfam teams, partners, and regional colleagues to pursue funding, networking, and advocacy opportunities linked to climate and resilience. 

Gender Mainstreaming:

  • Ensure that all programme initiatives and interventions integrate a strong gender lens, promoting equality and inclusion.
  • Work closely with the Gender & Protection Advisor and other technical focal points to embed gender considerations across programme design, implementation, and monitoring. 

Project Monitoring, Evaluation, Accountability and Learning:

  • Report to the line manager and coordinate with Oxfam’s Programme Quality Team to meet all MEAL requirements of the project.
  • Facilitate knowledge and information management with partners to strengthen programme effectiveness and capture lessons learned.
  • Conduct regular monitoring visits to project sites and partners to ensure quality implementation and sound project management. 

Finance and Compliance Management:

  • Ensure full compliance with donor requirements and Oxfam’s financial management standards across all programme activities.
  • Oversee financial monitoring of partner projects and internal budgets, ensuring accuracy, accountability, and alignment with both donor regulations and Oxfam standards.

Safety and Security:

  • Complying with all security policies, procedures, directions, instructions, regulations or plans.
  • Taking care of their own safety and security.
  • Actively contributing to the development and maintenance of security management policy and procedures.

Safeguarding:

  • Ensure adherence to safeguarding policies by protecting the safety and dignity of all individuals.
  • Ensure completing all annual core compliance courses.
  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct. 

Other:

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response

 

What we are looking for:

 

Qualifications and Experience:

  • University degree in Agriculture, Forestry, Rural Development, or another relevant field.
  • Strong technical expertise and practical experience in climate change, resilience, and livelihood adaptation programmes.
  • Minimum of 5 years of relevant experience in similar roles within complex, multi-partner programmes.
  • Proven ability to build networks and work effectively with a wide range of stakeholders, including donors, INGOs, and CSOs.
  • Demonstrated experience in delivering training, mentoring, and coaching to local CSOs for capacity strengthening and organizational development.
  • Strong assessment, analytical, MEAL, planning, and project management skills to ensure effective programme delivery.
  • Excellent interpersonal, facilitation, and communication skills.
  • Fluency in written and spoken Burmese and English.

Desirable/Preferred:

  • Experience in humanitarian and fragile contexts, including recovery and resilience programming.
  • Proven understanding of gender equality, women’s rights, and gender mainstreaming within climate and livelihood programmes.
  • Knowledge of donor compliance frameworks, reporting requirements, and financial accountability standards.
  • Familiarity with Oxfam’s approaches, including the Just Climate and Sustainable Livelihoods Strategy.
  • Demonstrated ability to contribute to programme design, proposal development, and resource mobilization.
  • Experience working in multi-cultural teams and engaging effectively with diverse local partners.
