Cash For Work Assistant

 

OBJECTIVE

 

The CfW/IBV Assistant will ensure the effective implementation of recruitment and operational processes for Cash for Work (CfW) and Incentive-Based Volunteering (IBV) programs. They will ensure that assigned activities are implemented in line with Standard Operating Procedures (SOPs), donor requirements, and applicable Jordanian legislation while promoting transparency and inclusivity across camps and host communities.

 

In collaboration with CfW/IBV Officers, the Assistant will facilitate equitable access to CfW/IBV opportunities, coordinate with Community-Based Organizations (CBOs) and stakeholders, and support timely and accurate payments. The role also involves maintaining accurate records and data, responding to community queries, and contributing to the overall day-to-day implementation of CfW/IBV initiatives.

 

ROLES & RESPONSIBILITIES OF THE WORKING GROUP

 

Recruitment & Rotation Management

 

  • Lead the recruitment, rotation, and selection of CfWers/IBVs, ensuring alignment with SOPs and eligibility criteria.
  • Lead recruitments in camps and host communities, including preparation and dissemination of announcements, application collection, screening and shortlisting of applicants, scheduling and administration of tests/interviews, and communication with applicants.
  • Conduct and coordinate eligibility and verification checks through relevant systems, including RAIS, and ensure that eligibility requirements are applied consistently.
  • Ensure fairness and transparency in the selection process in compliance with UNHCR, Oxfam, and Jordanian labor laws.
  • Maintain and manage recruitment databases, rotation lists, applicant records, and related documentation, ensuring that information is accurate and up to date.
  • Coordinate and facilitate tests, interviews, and selection processes, and prepare the required documentation for review and approval by the CfW/IBV Officer where applicable.
  • Provide IBVs/CfWers with a proper induction, including orientation on the Declaration of Responsibilities and Code of Conduct (CoC), ensuring they understand and adhere to organizational standards.

 

Data Management & Reporting

 

  • Maintain accurate CfW/IBV data within the RAIS system and ensure timely updates.
  • Support data collection and reporting processes, working closely with CfW/IBV Officers.
  • Manage the archiving system for all CfW/IBV-related documents, ensuring accessibility and proper documentation.

 

Payments & Financial Oversight

 

  • Verify payment records, IBVs/CfWers attendance, and coordinate with the finance team to ensure timely and accurate cash distributions.
  • Verify IBV/CfWer attendance and payment records and ensure that payroll information is accurate and complete before submission.
  • Monitor payment processes and address discrepancies promptly, and escalate unresolved or exceptional payment issues to the CfW/IBV Officer and relevant teams.

 

Stakeholder Coordination

 

  • Collaborate with UNHCR, SRAD, municipalities, and CBOs to align CfW/IBV activities with regulatory requirements.
  • Respond to community queries and complaints in coordination with the MEAL team to ensure timely resolutions.

 

Program Support

 

  • Lead assigned day-to-day CfW/IBV operational processes and provide regular updates to the CfW/IBV Officer on progress, challenges, and required actions.
  • Ensure that assigned activities are implemented in accordance with approved SOPs, programme procedures, and agreed timelines.
  • Assist CfW/IBV Officers with programme documentation, meetings, orientations, and other operational activities.
  • Maintain continuous communication with team members to monitor progress and address challenges, and escalating matters requiring technical guidance, approval, or management intervention to the CfW/IBV Officer.
  • Uphold Oxfam’s principles of gender justice, equity, and diversity.

 

 

Stakeholders

 

The CfW/IBV Assistant will collaborate with a range of stakeholders to ensure effective program implementation. Internal stakeholders include but not limited to, teams such as Solid Waste Management and Community Engagement, which provide critical operational support. External stakeholders include SRAD, UNHCR, municipalities, CBOs and CBO staff/community focal points, NAF, and MOSD all of whom play a key role in supporting and regulating CfW/IBV activities.

 

Qualifications

 

Essentials

 

  • Minimum 2 years of previous experience working in Cash for Work (CfW), Incentive-Based Volunteering (IBV), or a closely related cash-for-work programme, preferably in a humanitarian context.
  • HR experience, particularly in recruitment and personnel management.
  • Proficiency in MS Office, especially Excel, with high computer literacy.
  • Fluency in Arabic.
  • Proven ability to collect, enter, verify, and maintain accurate programme data and records.
  • Experience working with refugees and/or vulnerable communities in camp settings and host communities.
  • Demonstrated coordination skills, with the ability to manage multiple tasks effectively and meet deadlines.

 

Desirable

  • Proficiency in written and spoken English.
  • Experience using digital data collection and programme management systems such as RAIS, SurveyCTO, Kobo, or similar platforms.
  • Experience working in a multicultural team.
  • Commitment to gender equality, social justice, and humanitarian principles.
  • Flexibility, adaptability, and eagerness to learn new skills.
  • Alignment with Oxfam’s values and humanitarian principles.

While improving policies, we will balance inclusivity with efficiency to avoid overburdening CCRs.
