ORGANISATION

Oxfam Kenya is an independent prospective Affiliate of Oxfam International. The birth of Oxfam Kenya is a response to Oxfam International’s decision to evolve and build the confederation as a globally balanced and diversified affiliate network.  As an autonomous member of the confederation, Oxfam Kenya's affiliation is expected to promote social change in Kenya, bring Kenya's voice to the wider confederation, and amplify the East African and Pan African voices.

Oxfam is a worldwide development organization that mobilizes people's power against poverty.  It is a confederation of 22 organisations (‘affiliates’) working together with partners and local communities in over 79 countries.

ORGANISATION’S PURPOSE

A transformed Kenyan Society that challenges poverty and inequality to claim their rights. Oxfam Kenya will work to foster systemic change and strengthen systems across areas we work in with more localised leadership in the development and humanitarian spaces.  This will be realised through a One Oxfam Programme approach by implementing four key programmatic focus areas with specific goals that will contribute to the vision. These are: -

  1. Governance and Accountability: Civil society maximizes civil society space and ensures more equitable raising and spending of financial resources at the county and national levels.
  2. Natural Resources: Poor and marginalized communities get a fair share of natural resources and their
  3. Gender Justice and Women’s Rights: Women gain power over their lives to participate in, and contribute to, public life.
  4. Humanitarian Systems Strengthening: The severity of future humanitarian crises in Kenya is reduced.

JOB PURPOSE

The Operations and Business Services Lead will provide strategic leadership to the Oxfam Kenya team in financial planning, budgeting and reporting processes, business intelligence, pro-active monitoring and analysis, strategic financial counsel as well as overall responsibility for risk management in the region and ensuring compliance.

KEY RESPONSIBILITIES

 Performance Management & Business Intelligence

  • Steward performance management by leading the financial planning, budgeting and reporting process.
  • Prepare the regional operational plan, budget and reports as per the required standards and processes.
  • Lead business intelligence activities, performing proactive monitoring and analysis to drive strategic business decisions and continuous improvement activities.
    • Support the development of KPIs and action planning to meet targets.
    • Understand the key drivers/scenarios that impact performance.
    • Analyze the impact of different financing strategies on Oxfam Kenya.
    • Monitor funding pipeline – perform portfolio analysis of funding gaps vs. spending budget. Work in coordination with the Business Development Lead to ensure financial sustainability of programs and work in the organization.
  • Provide strategic financial counsel to ensure regular, accurate and timely financial information.
  • Develop a comprehensive knowledge of major programs and management issues.
  • Support Collective Resource Allocation (CRA) investment decisions by ensuring the Global Program Influencing and Investment Framework (GPIIF) ratios are correctly interpreted and maintained.
  • Support reimbursement process.
  • Assist with staff and partner training in key finance related issues and procedures.
  • Support financial governance by ensuring OKE has quality financial information that is presented according to defined processes and timelines.
  • Monitor grants and ensure compliance with institutional donor policies by partner organizations/partners.
  • Develop and oversee the implementation of an outsourcing plan for the critical services.

  Risk Management

  • Conduct regular effective risk analysis (i.e. variance analysis, trends) and reviews for the organization, ensuring that proper financial and operational controls are in place.
  • Create strategies to mitigate financial and operational risks, working closely with programme managers and executing affiliates.
  • Ensure compliance with all legal and statutory reporting requirements including providing audited accounts to the relevant government bodies.
  • Ensure compliance with OKE financial procedures and policies, including financial risk management, anti-terrorism and money laundering, etc.

Coordination

  • Coordinate the design and implementation of any required new systems, processes and policies, working in coordination with the pillar leads.
  • Promote and shape the One Oxfam culture by facilitating spaces of participation and contribution across the various program and support functions.
  • Ensure that the transformation agenda in the organization and its action plan is effectively implemented across the region, ensuring guidance and adequate support (i.e. support to country transition planning, etc.)
