ORGANISATION

Oxfam Kenya is an independent prospective Affiliate of Oxfam International. The birth of Oxfam Kenya is a response to Oxfam International’s decision to evolve and build the confederation as a globally balanced and diversified affiliate network. As an autonomous member of the confederation, Oxfam Kenya's affiliation is expected to promote social change in Kenya, bring Kenya's voice to the wider confederation, and amplify the East African and Pan African voices.

ORGANISATION’S PURPOSE

A transformed Kenyan Society that challenges poverty and inequality to claim their rights. Oxfam Kenya will work to foster systemic change and strengthen systems across areas we work in with more localized leadership in the development and humanitarian spaces. This will be realized through a One Oxfam Programme approach by implementing four key programmatic focus areas with specific goals that will contribute to the vision. These are: -

  1. Governance and Accountability: Civil society maximizes civil society space and ensures more equitable raising and spending of financial resources at the county and national levels.
  2. Natural Resources: Poor and marginalized communities get a fair share of natural resources and their
  3. Gender Justice and Women’s Rights: Women gain power over their lives to participate in, and contribute to, public life.
  4. Humanitarian Systems Strengthening: The severity of future humanitarian crises in Kenya is reduced.

JOB PURPOSE

To lead and support fundraising strategy implementation and review, program and bid development, relationship with donors and affiliates and grant management.  The role supports contextual understanding and analysis of donor market/opportunities and informs program design with a strong focus on funding for influencing type of programming.  Significantly contribute to the development and implementation of the country funding strategy.  Work closely and collaboratively as a member of the Country Leadership Team to lead delivery of program funding objectives. Represent Oxfam Kenya at internal and external donor events and meetings as appropriate.  It will be essential for the role to work with Finance and Operations Lead, and Program Teams to ensure that all Oxfam Kenya policies and procedures with respect to donor contract management are in place, implemented and adhered to.

KEY RESPONSIBILITIES

Fundraising Strategy Implementation and Review

  • Responsible for supporting the development and implementation of Oxfam Kenya funding strategy for Oxfam’s programs in Kenya.
  • Support to internalize the Oxfam Kenya Fundraising strategy amongst key staff of Oxfam.
  • Understand and maintain Oxfam Kenya donor database and give advice on how to develop this further.
  • Development of fact sheets on all Oxfam Kenya initiatives in coordination with relevant staff. Strengthen the capacity of colleagues (Programme, Business Support, and partners) across the Country Program (through formal training delivery, coaching and accompaniment) in the planning, securing and managing of donor/restricted funds.
  • Ensure effective coordination and information flows with International Funding Team and Affiliates as appropriate.
  • Make proposals for review of the country funding strategy based on changing country and donor context in Kenya.

Strategic Management & Leadership

  • Responsible for the delivery of the Oxfam Country funding Strategy (OCS) for Kenya in line with Oxfam’s Regional and Global strategies.
  • Provides strategic leadership and management of Oxfam’s donor contract management in country to maximize influence and impact.
  • In collaboration with Campaigns, Advocacy Program Influencing Lead, and relevant program staff and ensure that funding proposals are of the highest quality and closely aligned with donor requirements.
  • Be an active participant in the country leadership team and in regional and global fundraising analysis.

Programme Design and Bid Development

  • Deliver training and support country staff with funding cycle management according to capacity building needs.
  • Identify programming ideas and areas of technical excellence with which Oxfam can cultivate donor interest.
  • Subscribe to and monitor regularly electronic notices for relevant funding opportunities and 
    • monitor websites of potential donors for information on priorities, requirements, and funding.
    • Track calls for proposals and tenders as they are published, identify those relevant to Oxfam programs; determine with Oxfam Country Leadership team when/whether to respond.
    • Provide leadership in the development of concept notes and long-term quality proposals and seek multi-year funding from potential donors.
    • Support Oxfam country colleagues in the development and submission of donor proposals.
    • Conduct a quality check on all proposals and reports.
    • Liaise with program leads to undertake fact-finding missions and develop context analysis in relation to program development.
    • Support country programs in identifying/creating new and innovative funding opportunities.
    • Stay abreast of trends in new funding opportunities and share those within the Oxfam Kenya team.
    • Support in negotiating donor contracts favorably in line with Oxfam standards.
    • Ensure sign-off on donor proposals, reports, and contracts according to the agreed Oxfam standards.
    • Provide bid development support as well as specialist information about donors to program staff to maintain levels of funding for the Country Program and achieve the income targets of the overall funding strategy.

    Grant and Donor Contract Management

    • Provide programmatic support to the Executive Director e.g. in relation to reporting to donors and affiliates.
    • Support quality donor contract management, including donor reporting, in collaboration with Oxfam colleagues.
    • Ensure that donor-reporting schedules are distributed to program leads/budget holders and finance department to ensure that donor reports will be managed on time and with the quality needed.
    • Work closely with colleagues in finance and programs to ensure the timely submission of high-quality reports.

    Donor Engagement, Representation and Networking

    • Be responsible for developing good relationships with key potential donors in Kenya and proactively identify funding potentials, including advising and guiding Oxfam colleagues on country funding plans and donor liaison.
    • Represent Oxfam as required with donors and partner affiliates.
    • Monitor regulatory revisions, proposal guidelines and application requirements for priority donors together to ensure that new proposals adhere to them.
    • Develop/cultivate relationships with for-profit and other organizations to increase Oxfam’s opportunities for partnering and consortia building for funding opportunities.
    • Develop and maintain good working relationships with donor organizations, foundations, affiliate fundraising contacts at Head Offices and thereby maximize income from these sources.

Other

Key Working Relationships:

Internal: Executive Director, Finance and Operations Lead, People and Culture Lead, Campaigns, Advocacy and Influencing Lead, Program Quality Lead and Communications Advisor.

External: Donors, Government ministries, departments and agencies, local and international NGOs, donor coordination platforms and working groups, community leaders.

Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

Ability to travel away from home to remote programmatic sites within the country and periodic travel aboard for regional, continental, and global meetings.

Experience, Knowledge and Competencies

Qualifications

  • A passion for social and economic justice/equity, a strong professional qualification and background in international development and/or development cooperation.
  • A strong background and a track record in international development with a specialty in program development and fundraising and/or resource mobilization for campaigns, advocacy and influencing work.

Education

Master’s degree or Advanced qualification in relevant areas (Humanities, Business Administration, Economics) or proven experience at this level.

Experience

  • At least seven (5) years of work experience in the field of development cooperation, preferably with INGOs.
  • Successful track record of securing multiple high-value projects/contracts from bilateral and multilateral donors, trusts and foundations.
  • Experience in raising funds, preparing project proposals for international organizations such as, DFID, EU, OFDA, GAC DANIDA etc., foundations, private corporate organizations as well as and UN Agencies and other institutional donors which are predominant in Kenya.

In addition

  • Experience with different donor rules and regulations.
  • Significant capacity building and training experience.
  • Good communication and facilitation skills.
  • High level numeracy, budgeting, financial reporting and IT skills.
  • Excellent research skills; knowledge of how to find new sources of funding.
  • Good communication skills; both written and verbal; experience with writing proposals and reports.
  • Experience with project cycle management (planning, implementation, monitoring, reporting, evaluation and learning).
  • Excellent planning and budgeting skills.
  • Self-motivated, target-driven and an entrepreneurial approach to fundraising opportunities.
