Team Purpose: The Yemen Influencing Team covers advocacy, campaigns, policy, research, media and communications work with the Oxfam Country Programme. We work in close collaboration with programme teams to deliver high quality and high impact programming; and leverage our impact through influencing/advocacy in collaboration with our local partners and allies at national regional and international level.

 

Job Purpose: To deliver positive changes at scale for people who are poor and vulnerable. This will be achieved through leading the development and management of Oxfam’s influencing strategy in Yemen, covering advocacy, campaigns, policy, communications and media work, working with all programme teams as part of an integrated ‘one programme’ approach.

As a member of the Yemen Country Programme, the Advocacy, Campaigns and Media Manager (ACMM) leads Oxfam’s influencing work in Yemen, ensuring that the country programme develops and delivers a coherent policy and influencing strategy, built on programming, cognisant of risk and relevance to the country context.

 

The Role:

Oxfam work in Yemen addresses a spectrum of aspects that includes Humanitarian and Resiliency interventions and Civil Society Leadership. In Yemen, Oxfam is currently running its humanitarian response with food security, WASH and Protection as key sectoral focuses. We are leading the humanitarian sector in Yemen with our global advocacy and influencing programme, including high-profile media and campaigning around gender, inequalities, and the humanitarian situation (protection, conflict transformation and peace). We seek to integrate these components into a ‘one programme approach’ to maximise benefits for poor, marginalised and crisis-affected people in Yemen. 

 

Technical:

Provide strategic vision and leadership to develop and manage Yemen’s influencing strategy, encompassing advocacy, campaigns, policy, media and communications

  • Work effectively with the Country Director, programme managers, advisors, regional and global policy teams and civil society partners (international and national), to lead the Yemen advocacy and campaign work and analyse policy and practice issues and on-the-ground realities, prioritising and devising innovative activities that will secure positive change for people in Yemen in both the short and long-term, as well as leveraging opportunities and issues that arise in real-time.
  • Deliver timely intelligence and effective analysis of the policies, practices, communications and decisions relevant to Oxfam’s programme.
  • Coordinate development of well-grounded policy positions across programme areas.
  • Promote the localization agenda in all fora OXFAM participates, like HCT, AWG, HAWG and other. Give the voice to the local actors in high level events related to Yemen like UN SC meetings, SOM, etc..
  • Work with the Gender Coordinator, Protection Coordinator, Regional and Global Gender Advisors and Protection Teams, to ensure women’s rights and gender justice is taken into account in Yemen policy, advocacy and campaign work.
  • As a member of the Country Management Team, support the Yemen team to deliver an influencing strategy which is in line with Oxfam’s Country Strategy and programme and broader regional and global objectives to ensure a real impact.
  • Work closely with Oxfam MENA teams, Oxfam International teams, and Oxfam affiliates to ensure coordinated approaches on advocacy that achieve the most impactful positive change.

 

Leadership and Management:

Leading a team of policy, campaigns, media and communication resources to deliver a comprehensive and effective campaigns and advocacy response to the crisis in Yemen and to address structural gaps in essential services.

  • Manage a team and resources in country, and coordinate resources across the region and globally to influence impactful change in Yemen or which affects Yemen
  • Coordinate and conduct systematic representation and lobbying at the national, regional and global levels, in line with agreed delegation and division of labour.
  • Ensure Oxfam representation in key appropriate external policy and media forums based in Sana’a and other locations as appropriate and as agreed with the Yemen Country Director.
  • Coordinate high level representation of Oxfam’s advocacy messages and programme in the national, regional and global media.

 

Contributing to developing Oxfam programmes
  • Feed into in the development of the country strategy and programme design as needed
  • Ensure capacity-building to deliver Oxfam’s model and theory of change, including advocacy and campaigns with programme staff
  • In collaboration with the Humanitarian and Resiliency program team, engage with the communities to identify the main structural challenges they are facing related to our programs.
  • Contribute to building Advocacy capacities among Partners, CSOs, WROs and Communities we are working with for them to be able to effectively advocate for their own rights and causes and achieve long term changes within OXFAM transformative approach.
  • Engage with CSOs to enhance their voices in a context of shrinking civic space.
  • Support Oxfam in Yemen to reflect Oxfam’s Southern campaigning principles including approaches to develop local ownership and national capacity for advocacy work.

 

Driving efforts in improving programme quality
  • Ensure that programmes relevant to advocacy and campaigns are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Ensure that programme learnings are included in advocacy and policy products
  • Ensure that programme teams include advocacy in proposal design
  • Ensure regular monitoring and evaluation of advocacy and policy work and that regular reflection and review is undertaken to continuously improve effectiveness and impact.

 

Active engagement in the Country Management Team
  • Participate in and contribute to the Yemen Country Management Team (CMT).

An ideal candidate for the role will also have:

Essential

  • Bachelor's degree in law, International Affairs, Development Studies, Humanitarian Affairs, Social Science, Journalism and any other relevant field.
  • Minimum 3 years of experience in managing campaigns, including use of local and regional media to achieve campaign outcomes
  • At least 7 years of experience in advocacy and policy analysis in crisis context
  • Ability to influence and liaise effectively with key stakeholders and representation in high profile environments
  • Experience of building inter-agency coalitions for the purposes of policy influencing
  • Ability to work with significant levels of autonomy and make prompt and sound decisions
  • Proven analytical skills and ability to work with others to develop strategy into action and communicate this to a wider audience
  • Experience of programme planning, and competent use of project management tools
  • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work
  • Experience of managing staff: challenging, motivating, developing and inspiring team members
  • Sensitivity to cultural differences, and the ability to work collaboratively in a wide variety of cultural contexts
  • Very high-level of self-awareness, interpersonal and communications skills
  • Ability to meet agreed deadlines in a stressful and fast paced environment will be critical
  • Ability to travel, including to remote and difficult locations
  • Excellent written and spoken skills in English are essential, Arabic would be an advantage

Desirable:

  • Experience of working in both development programmes and complex humanitarian situations, and ability to integrate into one-programme-approach is highly desirable
  • A sound understanding and experience of the possibilities and tactics for influencing governments and key stakeholders through evidence-based policy research, media and lobbying.
  • Experience in media communications
  • Knowledge of the Yemeni and Middle Eastern context.
