What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

Essential 

• Bachelor’s degree in relevant subjects such as community development, development communication, social work, international development, journalism, gender studies, humanitarian action, or related discipline, with a strong emphasis on managing public policy and legislative reform projects or campaigns.
• Minimum of 3 years’ experience in policy advocacy and campaigning, with proven capacity in building external relationships while ensuring feminist principles are at the heart of campaign work.
• Well-developed understanding of development and humanitarian issues, specifically climate change and energy transition.
• Well-developed analytical and strategic planning skills with the ability to influence the wider organizational strategy and to act within a regional framework.
• Proven capacity for quality research and policy analysis and a demonstrated track record of producing high-quality evidence-based policy papers.
• Proven experience in lobbying and playing key representational roles.
• High level of influencing skills with proven ability to influence stakeholders at all levels.
• Proven experience in project management and overseeing monitoring and evaluation processes around campaign objectives that include evaluating progress toward incorporating gender justice in priorities and activities.
• Demonstrated capacity to work collaboratively in partnership with experience of working with a wide variety of partners.
• Strong interpersonal skills and a highly developed ability to work in multicultural settings and with community groups of varying backgrounds; developed capacity for tact, diplomacy and negotiation
• Demonstrated experience of integrating gender and diversity issues into influencing work.
• Excellent communication skills with fluency in written and spoken English and Filipino
• Basic to intermediate knowledge in Adobe Creative Suite (Photoshop, Illustrator, InDesign, and/or Premiere Pro) or Canva and Microsoft apps (Word, PowerPoint, and Teams).

Desirable

• Knowledge in Do-No-Harm principles and conflict sensitivity.
• Professional training in a relevant subject, international development, communications, public policy, humanitarian action, gender studies, program management, or related discipline
• Previous experience working with nongovernment/civil society organizations, private sector actors, media, and communications company.

Other

• Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.
• Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
• In times of disasters, will be part of the potential humanitarian surge capacity.
• Perform priority organizational tasks related to his/her/their competencies, as may be assigned from time to time.
• Contribute positively to other cross-functional teams as appointed.

Key Responsibilities

Responsibilities include but are not limited to, the following:

• Leads the overall youth-led climate justice and just energy transition (JET) advocacy and influencing strategy development at the national and subnational level and management of its different components.
• Coordinates the constituency building and policy advocacy of the #MayPowerKa campaign to ensure effective implementation, including directly managing related commissions.
• With support from the CJ Portfolio Manager and the CJ team, builds relationships with key climate and energy transition stakeholders at the national and subnational level.
• Monitors major climate justice and just energy transition trends within the Philippines, and provides regular updates and written briefings for both internal and partner organization consumption, in support of the climate and energy transition campaign.
• Leads in producing narrative reports, and collaborates with relevant partners, colleagues, technical advisors, program quality, and business development functions to ensure timely submission of high-quality reporting that complies with organizational and donor requirements.
• Supports CJ Portfolio Manager in disseminating information on project progress and learnings and addressing challenges affecting relevant/assigned projects.
• Ensures administrative and logistics procedures are followed in all relevant activities of the program and project in close collaboration with logistics and admin officers.
• Works and collaborates effectively with other key policy, advocacy, campaigns, and research staff in the Asia region and globally.
