The Role 

Oxfam has been working in South Sudan since 1983. Our Programmatic Strategy concentrates on saving lives, Resilient Livelihoods, Advancing Gender Justice and Good Governance and Active Citizenship through a full spectrum platform that includes humanitarian response, recovery and resilience, long term development and policy and advocacy. Oxfam currently operates via seven area field offices in South Sudan. (It also works in partnership with several national organisations and community groups. 

 

Position: Field Monitor 

Reports to: ACL Tech Officer 

Location:  AKOBO

KEY Essential 

  1. To carry out effective mobilization & sensitization of community & other key stakeholders on project implementation strategies
  2. Be responsible for ensuring successful implementation to completion of project activities at community level
  3. Ensure that relief food distribution activities adhere to the principles and rules of community-based targeting and distribution system.
  4. Provide effective training, support & supervision to relief committee on roles and responsibilities to ensure that programme deliveries adhere to CBTD principles, humanitarian sphere standard and agreed programme quality.
  5. To transparently facilitate the identification, registration and review of project beneficiaries according to the CBTD principles or agreed beneficiaries’ eligibility criteria

Ensure that project accountability systems at community level are implemented and properly documented (Inspection, information sharing on distributions, waybills  

  1. management, ledger, beneficiaries’ register and accounting for assistant and maintaining files at community level.
  2. Ensure the involvement of the poorest, vulnerable & marginalized members of the community, especially women, men, children, chronically ill and persons with disability in programme identification, design, implementation, monitoring and evaluation.
  3. Participate in gathering and compiling of project information (reports, assessments, baseline, monitoring and evaluation)
  4. Prepares reports to the field Supervisor as required
  5. Gather security information and incident reporting for security management
  6. Gathering of food security information to enable food security monitoring
  7. Keeps the beneficiaries, local government representatives, local authorities and other stakeholders in the area fully informed about the Oxfam’s programme.

To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE principles and Oxfam International procedures and other regulatory codes 

 

Skills, Experience & Knowledge 

 

  1. Good understanding and knowledge of community-based targeting and distribution systems.
  2. Ability to work as a team, interpersonal skill and able to provide field-based training to community
  3. Good understanding of community facilitation, animation and good community mobilization skills
  4. Knowledge of HIV/AID, gender and diversity mainstreaming in programme work
  5. Knowledge/good understanding of programme cycle management (Design, implementation monitoring and evaluation) 
  6. Skills and ability to administer tools for to gather information on needs assessments, monitoring and evaluation as well as gathering information on local context especially humanitarian situation, social, political, economic etc)  

Sympathy with the aims and objectives of Oxfam & understanding and have commitment to humanitarian principles and minimum standards for disaster response.
