The Role:

 

Oxfam {Syria} is looking for public health promotion Officer

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

The PHP Officer will lead the PHP Assistants and FSPs at field level in planning and managing the day-to-day quality, gender-sensitive community-centred activities, ensuring the activities are implemented as per plans and guidelines. The post holder will monitor progress and ensure quality of PHP activities are carried out in integration with PHE and other teams.

Assessment and Programme Design

  • In collaboration and integration with other team members, and under supervision of the Wash Team Leader, carry out assessments in targeted areas and other PHP-related activities to respond to the priority WASH-related health risks of the communities.
  • Collect, record, and interpret qualitative and quantitative data.
  • Use assessment data to design participatory public health promotion and social behaviour change interventions appropriate for the local context and culture with the involvement of diverse groups and marginalised members of the community.

Programme planning and reporting:

  • Develop work plans and program activities in the PHP Officer’s designated area of responsibility with integration with PHEs/EFSVL/Gender and Protection teams in coordination with Wash Team Leader
  • Ensure that plans are developed based on weekly review and planning meetings with both PHP and PHE as one team
  • Contribute to the design and development of approaches/strategy, implementation and monitoring of PHP interventions in line with all emerging diseases and prevailing public health risks.
  • Participate and help in establishing engagements with authorities, stakeholders, and other actors on the ground, ensuring community engagements in the entire humanitarian response cycle.
  • Provide weekly reports (including data collects, key achievements, challenges, lesson learned, and community feedback for the week) and submit to the project manager as per agreed timeline.

Programme Implementation:

  • Implement PHP activities with the PHP Assistants, FSPs and Community-based Volunteers (CBVs) based on agreed targets, including prevention of cholera outbreaks, emerging diseases and other public health risks using community engagement approaches.
  • Carry out community-engaged behaviour change campaigns using participatory approaches, two-way communication methods, popular media with the participation of specific target groups, e.g. women, men, children, youth groups, religious leaders and community leaders.
  • Contribute to the development of behaviour change communication strategy.
  • Selection, capacity building of community-based hygiene volunteers (CBVs) and on-field level supervision.
  • Planning and distribution of hygiene essential items and monitoring of its optimal use to enable improvement of risky hygiene behaviours. This should be based on primary data on the most relevant and preferred items by the targeted community.
  • Collect health data from local health authorities and feed epidemiological trends into the PHP interventions.
  • Contribute to safe programming risks analysis, and adherence/application of risk mitigation measures agreed within the programme.
  • Ensure application of Oxfam humanitarian approach by embedding community engagement, safe programming, feminist approach, and local humanitarian leadership principles in own tasks
  • Working in coordination and collaboration with the PHE/P counterpart always to ensure maximising the impact of all WASH activities including gender, protection mainstreaming.

Staff Management

  • Provide day to day management to PHP and community mobilisers including performance management with support of the WASH team leader.
  • Conduct training and capacity assessment of PHP and suggest areas of improvement to the Wash team leader for support in designing relevant capacity building schedules, e.g., on job training, coaching and short weekly training on defined topics.
  • Able to take leadership of the project team when called upon.

Logistics and Finance

  • Work with logistics to ensure timely procurement and distribution of NFIs with support of Wash
  • Work closely with Wash TL in monitoring PHP budget expenditures levels, and plan for any urgent or spending with close collaboration with the Wash TL and finance team.
  • Prepare supply plan required for area of responsibility aligned to PHP activities.

In addition:

  • Bachelor’s degree holder is essential, relevant fields in Public Health, Health Promotion, Medical fields, or a related field is preferable.
  • Bachelor's degree in related fields holder 4 years of experience or Bachelor’s Degree in other fields 6 Ys of experience, Experience: in community engagement, mobilization, and awareness-raising in public health, etc or a related role within the non-profit sector (as Hygiene Promotion Specialist, Community Engagement Officer, Health and Hygiene Promotion Facilitator, etc).
  • Demonstrated knowledge of public health principles and hygiene promotion practices in humanitarian settings.
  • Familiarity with behavior change communication methods and community-based approaches to public health.
  • Proficiency in data collection and monitoring tools for hygiene promotion and public health assessments
  • Skilled in facilitating health and hygiene sessions and training community leaders, volunteers, and other stakeholders
  • Experience with designing and implementing monitoring and evaluation frameworks for hygiene promotion activities, including data collection, analysis, and reporting.
  • Collaborating with health, protection, Gender, and WASH teams to ensure comprehensive health and hygiene interventions
  • Experience in working with local partners, field teams, and community representatives.
  • Ability to troubleshoot data collection and reporting issues and adapt approaches as needed in response to challenging and changing environments.
  • Proficiency in English and Arabic is essential.
  • Knowledge of the context in the areas covered by the hub
  • Demonstrated experience in managing a team, minimum 2 years.
  • Demonstrated ability to lead, building capacity, motivate a diverse team, ensuring effective performance management and fostering a collaborative working environment.
  • Proficiency in using office software (e.g., MS Office Suite).

 

Desirable

  • Experience establishing and managing community feedback systems to enhance program responsiveness and accountability.
  • Experience working with international NGOs or humanitarian organizations is preferred
  • Familiarity with international health and hygiene standards such as Sphere standards, WHO guidelines, and other relevant protocols for WASH in emergencies.
