The Role:

 

Oxfam GB in Myanmar is looking for Project Finance Coordinator.

 

Job Purpose:

 

The position is responsible for ensuring high-quality financial management, donor compliance, and effective coordination of programme, organization and partnership finance. The post holder will play a key role in reviewing and consolidating donor financial reports, ensuring compliance with organisational and donor requirements, and promoting sound financial management practices across programmes and partners. The role is critical to maintaining financial integrity, transparency, and accountability and effective programme and partnership activities.

 

This Role Report To:                    Programme Manager (WASH), and matrix manage by Programme Finance Manager

Staff Reporting to this Post:                   NA

Key Relation/Interaction:             The post holder is expected to work closely with the Program, Finance. PQI and Operation teams. Internal and External Auditors and Programme Finance Manager

 

Key Responsibilites: (Technical, Leadership, People and Resource Management)

 

Financial and Budget Management

  • Support the development, review and revision of proposal budgets in collaboration with Programme, Business Development, Operations and other relevant teams.
  • Conduct regular budget monitoring, including burn-rate analysis, variance analysis, forecast reviews, and trend analysis.
  • Support Programme Managers and Budget Holders by providing timely financial analysis, forecasts and recommendations to support effective decision-making.
  • Prepare expenditure plans and financial forecasts in coordination with Programme Teams based on approved workplans and planned activities.
  • Verify assigned payments to ensure compliance with approved budgets, internal controls and financial policies.
  • Monitor project spending against approved budgets and identify potential over- or underspending at an early stage.
  • Ensure budgets are realistic, accurate, cost-effective, and aligned with project activities, donor requirements, and Oxfam financial policies.
  • Develop and support mitigation measures to address significant budget variances and financial risks.
  • Support programme teams in understanding financial performance, expenditure trends, forecasts, and emerging financial risks.
  • Participate in project management and financial review meetings, providing financial advice, analysis and recommendations.
  • Support the financial management of budget amendments, contract variations, and no-cost extensions in accordance with contractual donor and organisational requirements.
  • Ensure accurate financial coding and allocation of expenditure in accordance with approved budgets, donor regulations, Oxfam financial procedures and other applicable financial requirements. 

WASH Programme Financial Support

  • Monitor the financial performance of WASH interventions, including water supply, sanitation, hygiene promotion, infrastructure, and emergency response activities.
  • Work closely with technical WASH teams to review activity costs, budget performance and value for money.
  • Support effective financial management of project implementation to ensure achievement of project milestones and targets. 

Grant Management

  • Undertake grant management activities from a financial perspective, including pre-award financial assessments, risk assessments, grant tracking, financial monitoring, and post-award management.
  • Review grant agreements prior to signature to ensure compliance with donor regulations and Oxfam requirements, identify financial risks and provide recommendations for negotiation where appropriate.
  • Review the financial aspects of grant and donor agreements to ensure contractual obligations, financial requirements, and reporting expectations are clearly understood and achievable.
  • Monitor grant expenditure, income, budget utilisation, forecasts, and fund balances throughout the project lifecycle.

Partner Financial Management

  • Review and analyse partner financial reports, expenditure, forecasts, fund balances and budget variances.
  • Conduct regular financial verifications and reviews of supporting documentation, including quarterly reviews and field-level verification where applicable.
  • Identify financial management, internal control and compliance risks within partner organisations and provide constructive recommendations for improvement.
  • Ensure partner expenditure is accurately recorded and monitored within the relevant Oxfam financial systems.
  • Ensure partner financial reports and supporting documentation comply with Oxfam policies and donor requirements.
  • Support the consistent implementation of Oxfam financial policies, procedures and best practices across assigned projects and partner organisations.
  • Work closely with Programme colleagues to coordinate follow-up actions related to partner financial performance and compliance requirements. 

Financial Reporting

  • Prepare and review Monthly Financial Reports (MFRs) and other internal financial monitoring reports to ensure alignment with approved budgets, project plans and forecasts.
  • Prepare accurate donor financial reports in accordance with donor-specific formats, contractual requirements and agreed submission deadlines.
  • Prepare and compile consolidated financial reports for review and submission to the Programme Finance Manager and relevant stakeholders.
  • Prepare monthly expenditure reports based on the General Ledger and ensure supporting documentation is complete and compliant.
  • Perform reconciliations between financial systems, the General Ledger, partner reports, and donor reports, investigating and resolving any discrepancies.
  • Maintain complete and accurate financial records and supporting documentation for reporting and audit.
  • Ensure the completeness, accuracy, consistency and timeliness of all internal and external financial reporting.

Financial Audit, Assurance and Compliance

  • Serve as the finance focal point for assigned project audits, coordinating audit preparations, providing required documentation, reviewing audit samples, and liaising with auditors and relevant Oxfam teams throughout the audit process.
  • Support the timely resolution of audit findings, financial review observations and compliance issues, ensuring corrective actions are appropriately implemented and monitored.
  • Maintain complete and accurate financial records, reconciliations, and supporting documentation, ensuring they are readily available for audit and donor review and support the implementation of financial monitoring and assurance mechanisms for partner organisations.

Coaching and Capacity Strengthening

  • Develop and implement capacity-strengthening plans for partner organisations in consultation with the Programme Finance Manager.
  • Provide training, coaching and practical guidance to partner finance staff on donor regulations, Oxfam policies, financial procedures, reporting requirements, and internal controls.
  • Promote collaborative ways of working and maintain constructive relationships with colleagues and partner organisations.
  • Actively participate in induction programmes, performance reviews, team meetings, learning events and professional development activities.
  • Demonstrate effective prioritisation and workload management while handling multiple projects, deadlines and competing priorities.
  • Undertake any other duties and responsibilities delegated by the line manager.

In addition:

  • Bachelor’s degree in finance, Accounting, Business Administration, or a related field, with a minimum of four years of relevant experience in financial management.
  • Proven experience in donor contract and partner financial management, with a good understanding of various donor guidelines and requirements.
  • Strong skills and experience in budget management, financial reporting, expenditure monitoring, forecasting and financial analysis.
  • Experience in working cooperatively with partner organisations, including financial monitoring, review and capacity strengthening.
  • Ability to implement and ensure compliance with donor and Oxfam’s financial policies, procedures, systems and good practices.
  • Ability to identify financial risks and compliance issues and provide appropriate recommendations and follow-up actions.
  • Ability to use sound judgement in routine work and operate with minimal supervision.
  • Ability to work independently, manage own workload and competing priorities, and meet multiple deadlines.
  • Ability to manage multiple requests and coordinate effectively with different teams and activities.
  • Good IT skills, including practical experience in MS Excel, Word, standard finance systems, email and internet applications.
  • Effective verbal and written communication skills, with the ability to communicate financial information clearly and appropriately to different stakeholders.
