The Role:

The Southern Africa Extractive Industries Programme Coordinator will primarily coordinate the country Extractive Industries work to leverage the local extractive industries programming in the country and connect it to the Southern Africa EI work in collaboration with the Southern Africa EI Programme Lead.

The EI Coordinator will actively engage the country Extractive sector on the ground, while supporting the EI Programme and Policy Lead and coordinate with other JE country staff across the Cluster in the implementation and monitoring of EI programmes.

While providing hands on Oxfam Extractives country programme implementation in country, will coordinate partners capacity building, movement building and overall stakeholders engagement in the country, including influencing strategies, programming, and fundraising opportunities to grow the EI footprint in country, connecting it to the SAF EI work.

What we are looking for: 

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.  The Program Coordinator-Extractive Industries, will support the EI Programme and Policy Lead and coordinate with other JE country staff across the Cluster in the implementation and monitoring of EI programmes and perform the following key duties:

• Work closely with Partners and authorities in country to strengthen the Country Extractive programme and policy Influencing.
• Enhance knowledge exchange and sharing of best practices including how to strengthen overall partnership capacity to deepen and widen the extractive programme in country.
• Undertake a thorough programmatic assessment and stakeholders’ engagement to ground and grow the country Extractives portfolio in line with Oxfam’s SADC Regional Strategy.
• Build the Nexus programming on Extractives and Energy, with focus on the work on the Energy Transition Critical Mineral Initiatives and the Lobito Corridor, linking it to regional and global developments.
• Lead the process of developing and building civil society movement around key EI developmental issues, supporting with organisational development, defining their needs and building capacities to align with the Oxfam programme delivery approach in country.
• Work in an interactive and coordinated manner with the other Just Economies Teams and identify and encourage synergies within and across programmes to achieve an integrated approach that supports to the overall regional strategy.
• Support identification, assessment, and relationship-building with potential partners (operational, strategic and alliance-based) in country, ensuring appropriate standards and relevant approaches are used for each partner arrangement.
• Mobilise stakeholders by providing them with research capacity, campaigning skills, creating spaces for engagement, supporting the development of evidence on the ground in country, building active citizens, and linking to the regional initiatives. Oxfam will also link the actors in the movement to Oxfam’s global expertise as well as regional and national think tanks
• Develop and implement a detailed plan for building the capacity of partner organisations, especially in advocacy and lobbying and organisation development. This will include needs assessment, capacity building approach and delivery plan including tools and methodologies, performance standards, and evaluation approach.
• Ensure that partner organisations are fully involved in the assessment and design of the identified support and training required.
• Be involved in the design and management of regular assessments and reviews of partner organisations, to ensure that the capacity building programme is delivering agreed results, making necessary adjustments as circumstances change.
• Participate in regular meetings with partner organisations in country to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives

An ideal candidate for the role will also be / have:

• Strong programme management and quality knowledge, with ability to ensure consistent quality against standards and to implement effective monitoring and evaluation systems to assess and adjust performance.
• Minimum of 6 years work experience in grassroots programme implementation, policy advocacy, international development, human rights and/or environmental fields, at least one of which is specifically dedicated to programme and/or advocacy work on extractive industries issues.
• Demonstrated programme (including advocacy and campaign) design (including M&E) and management experience.
• A deep understanding of extractive industries issues and trends in country, with existing relationships to regional and in country extractive industries network – evidence of strong activist background rooted in the extractives industries essential
• Excellent communication skills – good at listening, analysing, giving constructive feedback in ways that build capacity and understanding.
• Gender analysis skills, with a particular understanding of the gendered nature of extractive industries governance, impacts and related financial flows. Commitment to human rights principles and actions.
• Hands on and passionate about changing the status quo and exercise courage and activism about changing the current extrusive models.
• Communications and IT skills in a variety of media.
• Comfortable with multiple accountability lines, competing demands and a degree of uncertainty.
• Experience carrying out or contracting extractives industries programme and influencing capacity. building and training for civil society organisations a strong advantage.
• Experience in policy dialogue, advocacy and lobbying with government and private sector actors.
• Proven ability in social research and macro policy analysis, with a focus on extractive industries governance a strong advantage.
• Understanding of gender justice and diversity within key areas of responsibility and a commitment to promoting gender justice and diversity within the extractives work.
• Fluent spoken and written English. Knowledge of Local languages of country and French/Portuguese is an added advantage.
