Job Purpose

To ensure the design, implementation, and monitoring of Oxfam Pilipinas’ influencing strategy, with particular focus on social accountability and addressing inequality delivered via partnerships, and ensuring alignment with Oxfam’s Worldwide Influencing Network (WIN) strategy.

 

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

 

Essential 

  • At least five (5) years of demonstrated competencies in policy advocacy and communications work; experience in the thematic areas is an advantage.
  • Experience in project management.
  • Experience of and ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations, including government agencies, CSOs, NGOs, and private sector institutions, in different geographic areas.
  • Strong interpersonal skills and ability to work in multicultural settings and with community groups of varying backgrounds; developed capacity for tact, diplomacy and negotiation.
  • Organized, with good attention to detail and developed ability to prioritize tasks to meet tight deadlines and organize work in a complex institutional setting.
  • Proficiency in designing and managing project meetings, activities, and workshops, such as designing, documenting, and facilitating programs and processes.
  • Excellent communication skills with fluency in written and verbal communication (i.e. English and Filipino).
  • Proficiency in using basic MS office applications (Word, Excel, Access and PowerPoint).

Desirable

  • Knowledge in Do-No-Harm principles and conflict sensitivity.
  • Demonstrated experience and knowledge on gender and development and women, peace and security.
  • Proficiency in designing, facilitating and documenting meetings.
  • Proficiency in People Soft tools for project management.
  • Experience in basic capacity development initiatives across partner organizations.

KEY RESPONSIBILITIES:

The Policy Officer will closely collaborate with various teams in carrying out the following responsibilities:

    1. Strategy Delivery 

  • Working with the MELSA and Policy, Advocacy and Communications (PAC) teams, coordinates OPH work on social accountability, and inequality.
  • Coordinates with the PAC team and partners’ advocacy officers towards implementation of the communication plan, strategies and activities in line with Oxfam Pilipinas’ procedures and donor branding requirements.
  • Supports the MELSA and PAC Managers in managing grants and commissioned work within the thematic areas, ensuring timely submission of high-quality reporting that complies with organizational and donor requirements.
  • Helps build relationships with key stakeholders.
  • Supports the capacity building of staff and partners by providing updates on relevant trends and leads in sharing regular updates and written briefings for both internal and external audiences, in support of the thematic areas.
  • Ensures administrative and logistics procedures are followed in all relevant activities of the program and project in close collaboration with logistics and admin officers.

 

   2.  Other responsibilities:

  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • Contributes positively to other cross-functional teams as appointed.
  • Performs priority organizational tasks related to her competencies, as may be assigned from time to time.
  • In times of emergency and disasters, supports humanitarian surge capacity.

Contract Length: One-year fixed term contract, and must be immediately available
