TEAM PURPOSE: The MEAL team works towards ensuring that quality monitoring, evaluation, accountability, and learning is implemented in programmes and projects in Syria, in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.

The role:  

MEAL officer plays a critical role in ensuring that the response is effective, efficient, and accountable to affected populations. By monitoring, evaluating, ensuring accountability, and promoting learning, the MEAL officer helps to improve the quality of the humanitarian response and ensure that the needs of those affected are met. MEAL Officer is a position within MEAL team under the supervision of the Program Quality Coordinator as matrix manager. MEAL Officer will plan, design, organize and coordinate the collection, compilation, consolidation, and analysis of response data of different project progress and outcome monitoring. Feedback on planning processes and ensures better data management system. The MEAL Officer will support in the setting up and strengthening of the MEAL System and will have responsibility for designing and maintaining the data bases and strengthening the system, building capacity of Oxfam and Partners organisation staff. This includes collecting, compiling, and analysing relevant data specifically based on the project process, output, outcome, and impact indicators. The incumbent will also contribute to document lessons learned as the projects evolve.

Oxfam GB is looking for MEAL Officer who will be responsible for:

1. MEAL System Support

·       Support implementation of MEAL systems, tools, and processes.

·       Develop and adapt assessment, monitoring, and reporting tools.

·       Conduct field monitoring visits to track project progress, quality, and compliance.

·       Support indicator tracking, beneficiary counting, and reporting processes.

·       Ensure timely collection, analysis, and sharing of project data.

2. Monitoring, Reporting & Information Management

·       Monitor activities against targets and indicators.

·       Maintain accurate project databases, trackers, and monitoring reports.

·       Support preparation of internal updates and donor reports.

·       Conduct data verification, cleaning, and quality assurance processes.

·       Produce analytical summaries and dashboards for decision-making.

3. Accountability & Feedback Mechanisms

·       Support implementation of Feedback and Complaint Response Mechanisms (FCRM).

·       Track and follow up on community feedback and complaints.

·       Promote accountability and community participation throughout project activities.

·       Ensure accountability standards and CHS principles are integrated into operations.

4. Capacity Building & Coordination

·       Support staff and partners on MEAL tools, reporting requirements, and accountability practices.

·       Provide technical support during assessments, distributions, and post-distribution monitoring.

·       Coordinate closely with program and partner teams to strengthen project quality and learning.

5. Learning & Documentation

  • Support lessons learned, reviews, and evaluations.
  • Document best practices, challenges, and recommendations from field activities.
  • Contribute to continuous improvement of MEAL processes.

What we are looking for: 

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.

An ideal candidate for the role will also be / have:

  •  Minimum 2-3 years of working experience in emergency response MEAL.
  • University Degree in relevant field development studies, data sciences and relevant years of experience at this level with International Agencies or NGO’s. 
  • Advanced computer literacy in office software packages (MS Word, Excel, PowerPoint, PowerBi,  Outlook etc.)
  • Knowledge of M&E and statistics tools (SCTO toolbox, Activity Info, STATA etc.)
  •   Knowledge in the establishment of emergency and development MEAL systems.

  • Previous experience of working in emergency response with WASH, EFSVL, and protection is preferable.
