MEAL ASSISTANT

OBJECTIVE

 

The MEAL Department of Oxfam in Jordan envisions impactful programs at scale through fostering high program quality, evidence-based learning, and accountability to the people we work with, as well as mutual accountability with our partners.

 

ROLES & RESPONSIBILITIES OF THE WORKING GROUP

The MEAL Assistant will play a key role in supporting Oxfam’s accountability and learning efforts in Azraq Camp. Under the supervision of the MEAL Officer and with guidance from the Senior MEAL Officer, the post holder will support the implementation of MEAL activities across all levels (activity, output, and outcome). This includes contributing to data collection, data analysis, monitoring, and reporting processes, while ensuring timely and effective responses to feedback, complaints, information requests, and transparency mechanisms.

The duty station of this post is Azraq Camp, with responsibilities focused primarily there, while also providing support as needed to MEAL activities in other locations.

 

Key Responsibilities:

 

Accountability

  • Manage and operate accountability mechanisms in Azraq Camp (e.g., hotline, helpdesks, and other feedback channels), ensuring timely and professional responses to queries, complaints, and information requests from community members.
  • Maintain accurate and up-to-date records of all feedback and ensure systematic tracking, analysis, and referral of cases to relevant teams for resolution.
  • Provide regular accountability reports to the MEAL Officer and Senior MEAL Officer, highlighting trends, issues, and lessons learned.
  • Ensure compliance with Oxfam’s safeguarding, data protection, and confidentiality standards in all accountability activities.

 

 Field works Related Monitoring Surveys and Assessments

  • Support the MEAL Officer, and MEAL team in planning and conducting field monitoring, surveys, and assessments in Azraq Camp.
  • Coordinate with field teams to ensure timely data collection and adherence to project objectives and methodologies.
  • Participate in site visits, spot checks, and routine monitoring to assess program implementation against project indicators.
  • Support training and coordination of enumerators and data collectors to ensure adherence to MEAL methodologies and ethical standards.
  • Collaborate with program teams to implement monitoring activities such as monthly cleanliness surveys and project-specific assessments.

       

Data Management

  • Contribute to data entry, cleaning, and management in Oxfam’s databases and systems.
  • Assist in analyzing quantitative and qualitative data to generate insights for program learning and adaptive management.
  • Prepare clear summaries, dashboards, and visualizations of monitoring results for internal and external reporting.

  • Support the MEAL team in documenting lessons learned and good practices from projects in Azraq Camp.
  • Assist in preparing MEAL-related sections of donor and internal reports, ensuring accuracy and timely submission.
  • Participate in regular reflection meetings with program and MEAL staff to discuss findings, challenges, and recommendations.

Others

  • Ensure all MEAL activities adhere to Oxfam’s policies, donor requirements, and accountability standards.
  • Perform any other duties as assigned by the line manager in support of MEAL objectives.

Qualifications

Essentials

  • Bachelor in statistics, social science, Information technology and other relevant filed
  • At least 1 year of relevant experience in field work, data gathering and data management tools, and accountability mechanisms
  • Basic understanding of PCM, Project Monitoring and Evaluation
  • Strong commitment to Gender Justice, Safeguarding and Do No Harm Practices
  • Familiarity with or working experience in refugees camp set is advantageous
  • Ability to work with diverse team, meeting deadlines and responsive to community needs
  • Aptitude to learn, acquire new skills and take more responsibilities

Nonessentials

  • Previous experience of working with Oxfam and/or NGOs, and Familiarity with minimum requirements, and Social Accountability Framework

We aim to practice leadership that is aware of power dynamics and strives for collective decision-making. This approach empowers others by sharing power and enabling individuals to make decisions.

Accountability: The working groups will enable transparency by clearly documenting all processes, including Terms of Reference (ToRs), work plans, stakeholder feedback, approval processes, and final implementation plans. This ensures that all documentation is accessible to all involved.

Inclusivity: We commit to the principle of "Nothing about Us without Us," ensuring active participation from CCRs and historically marginalized groups. While improving policies, we will balance inclusivity with efficiency to avoid overburdening CCRs. This includes ensuring diverse representation within working groups (e.g., gender, geography, ethnicity) and allowing time for translation and asynchronous participation when needed. All final outputs (e.g., policies, guides) will be made available in the four official languages, with relevant webinars conducted in those languages.
