The Role:

 

Oxfam {Syria/} is looking for LOGISTICS & SUPPLY CHAIN OFFICER

KEY RESPONSIBILITIES
Procurement:
•Perform various actions related to procurement, including but not limited to flash quotations, preparing official requests for quotation, bids analysis, purchase orders, receive goods and issue payments
•Participate in preparations for matters related to tenders, such as, but not limited to: invitation to tenders, advertisements, amendments and advertising in accordance to standards
•Provide assistance in the finalization of purchase orders as per specifications and issue contracts,

annexes, and amendments for approvals by the authorized official
•Support in the preparation of framework agreements with selected suppliers when necessary
•Support hubs with various requests
•Coordinate with team members in HQ & hubs for all procurement related matters.
•Contract management from A to Z and ensure relevant coordination with technical team is in place
•Monitor requisitions spending and make sure all expenditures are pre-authorized.
•Produce accurate contracts, reflecting winner information and BoCs conditions.
Logistics:
•Ensure effective supply chain mechanisms in place to contribute to the successful implementation of the Oxfam plans in the Country and hubs offices and different internal and external stakeholders.
•Take responsibility for ensuring the logistics activities in Oxfam in the Country and hubs offices are carried out in accordance with the authority of the logistics.
Assets and Equipment:
•Work closely with country logistics team to maintain hubs assets register and inventory, ensuring that all Oxfam assets and equipment’s are properly tagged/given an ID number, recorded, assessed and their physical location & condition documented.
•Contribute to ensuring all assets and Oxfam properties are maintained to a good working order and appropriate standard.
•Ensure that any storage facilities and/or warehouses are adequately maintained and managed, including the protection of stored goods
•Support in checking all records related to vehicle timetables, log sheets, vehicle servicing history, accident/incident reports are up to date, etc.
Warehousing and Transportation:
Ensure timely movement of the goods to/from warehouse by:
•Work with the logistics team in Co to accomplish high level of coordination with suppliers, shipping agents, warehouse management, related authorities and Oxfam representatives
•Ensure receipt of goods is in good order as described on the purchase order & requisition ensuring relevant technical advice for receiving goods of specific technical nature when necessary
•Participate when requested in a regular stock reconciliation and report of any discrepancy to the line manager.
•Communicate when needed with respective stakeholders throughout the delivery/release process, prepare service requests, and follow on inventory and reconciliation visits.
•Attend and effectively participate in the logistics cluster meetings whenever designated to maintain working relationships
•Prepare, follow on facilitation letters required for transportation as per local legislations.
•Ensure adherence to health and safety procedures, assess risks and take appropriate measures to maintain safety of warehouses and inventory, and report Logistics-supply any violations to responsible personnel and management.
Admin:
•Maintain fuel level in the safe level for the hub power supply in accordance with the logistics officer.
•Maintain contact lists for both external and internal contacts (Staff, INGO, Government contacts) and circulate to Syria Staff and Oxford teams as required.
•Support in managing and organizing the cleaners.
•Ensure that pantries are fully stocked at all times.
•Provide records of meetings rooms.
•Support all hotel and accommodation arrangements for Oxfam staff and visitors

 

Support on travel arrangements for travelling staff and visitors.
•Carry out store management for office stationery by making requisitions; set up procedure for identifying needs for stationery & store/distribute stationery according to departmental procedures.
•Provide effective and efficient administrative support to all members of staff (Sim cards, ID, Business Cards)
General:
•Ensure that logistics and supply (purchasing activities) within the office are carried out according to
•Oxfam’s policies and principles.
•Recommend and advise on any improvement or changes to these procedures as a means of further strengthening best practices adapted to the local context.
•Responsible for maintaining good and professional relations and establishing good contacts with vendor-suppliers, other humanitarian actors, and government departments that relate to logistics
•Ensure effective supply chain mechanisms are in place to contribute to the successful implementation of the Oxfam GB plans in Syria incoordination with the different internal and external stakeholders.
•Perform any other tasks as assigned by the line manager.

•University Degree – relevant to the position is preferable.
•Minimum 2 to 3 years of experience in a similar function in addition to knowledge in purchasing, market assessment, and transaction coordination.
•Competency in use of relevant technology systems (MS Office suite skills). Financial management ability and value for money achievement are essential
•Very good analytical thinking and ability to take sound judgements/decisions and be able to work independently.
•Fluency in Arabic and English (written and verbal)
•Diplomacy, tact, and negotiating skills.

•Attention to detail and excellent numeracy.
•Good interpersonal and communication skills
