Oxfam in Syria is looking for INFORMATION MANAGEMENT OFFICER

 

What we are looking for:

  • KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

    • Support the design, enhancement, and operationalisation of the Information Management System (IMS) in Syria, ensuring harmonised reporting processes and alignment across Hub Offices, the Country Programme, the Region, and HQ.
    • Manage and maintain country-level real-time databases and information systems to ensure the availability, accuracy, and accessibility of programme and project performance data.
    • Enhance existing information management systems and support the design, development, and rollout of new databases and digital tools in collaboration with the Programme and MEAL teams.
    • Develop data visualisations, including dashboards, maps, and GIS products, using tools such as Power BI, QGIS, Excel, Adobe Illustrator, and SurveyCTO.
    • Conduct and support quantitative data analysis using software such as Excel, STATA, and R to generate evidence for programme monitoring, reporting, and decision-making.
    • Contribute to the design, implementation, and continuous improvement of information management strategies, systems, and standard operating procedures.
    • Design and deliver tailored information management training and capacity-strengthening initiatives based on organisational and programme needs.
    • Produce high-quality maps, infographics, charts, and other information products in coordination with the MEAL Manager and thematic teams to support analysis, reporting, and communication.
    • Monitor and promote data quality by ensuring information management processes comply with organisational standards and that data are accurate, reliable, complete, and timely across the Country Office and Hub Offices.
    • Integrate, manage, archive, and extract large datasets to support data analysis, cross-referencing, reporting, and evidence-based decision-making.
    • Design and improve data workflows, databases, and data collection models to strengthen information management processes.
    • Ensure compliance with data protection, data security, and responsible data-sharing standards across all information management processes.
    • Support the analysis and interpretation of primary and secondary data to generate actionable insights for programme planning, monitoring, and learning.
    • Promote the systematic collection, management, and use of baseline data and key performance indicators.
    • Develop and maintain analytical queries and scripts using SQL, R, or other relevant tools to support data extraction, analysis, and reporting.
    • Develop and maintain operational data management systems, including data quality assurance, validation protocols, and standard procedures for data storage and sharing.
    • Produce high-quality data visualisations, including tables, charts, graphs, maps, and infographics, to support reporting, communication, and decision-making.
    • Promote effective information and data sharing across the Country Office, regional and global teams, and with relevant humanitarian coordination mechanisms, in line with organisational protocols.
    • Work closely with the MEAL manager on Data Protection by promoting staff and partner awareness of data protection principles, responsible data management, and procedures for reporting and responding to data breaches.
    • Ensure that privacy and security by design and by default are embedded in all data collection tools, databases, and information management systems throughout the data lifecycle.
    • Consult with the Data Privacy Team or designated focal point on data protection matters whenever guidance or clarification is required.
    • Prepare and present information requested by the MEAL and Programme teams, including developing dashboards and other data visualisation products to support analysis and decision-making.
    • Coordinate with Area Managers to understand and respond to field operational information management needs.
    • Represent Oxfam at meetings in Damascus and other governorates, as delegated by the MEAL Manager.
    • Participate in relevant sectoral and coordination meetings, when requested, to support data harmonisation, identify opportunities for joint data collection, and strengthen the use of secondary data and information sharing.
    • Perform any other duties assigned by the Line Manager that are consistent with the responsibilities of the role.

An ideal candidate for the role will also be / have:

In addition:

  • Bachelor’s degree in data science/IT/Computer science, or relevant is desirable with Minimum 3 years’ direct experience in IM system designing in WASH, FES, Protection and Gender sectors.
  • Or Diploma’s degree in data science/IT/Computer science, or relevant is desirable with Minimum 5 years’ direct experience in IM system designing in Livelihood, Emergency Response and WASH sectors.
  • Proven and demonstrable knowledge and experience in statistics, data analysis and/or information management and visualization.
  • Demonstrated experience with electronic data collection procedures and solutions (SurveyCTO) & in quantitative analysis highly desired including the use of relevant software applications (Excel, STATA, SPSS, R, Power Bi)
  • Good command of GIS software (ArcMap) and other data visualization software
  • Exceptional organisational and prioritisation, and ability to deal with a varied, demanding, often conflicting and rapidly changing workload
  • Strong experience of gathering, analysing, and presenting quantitative and qualitative data.
  • Ability to work under pressure, ability to prioritise and commitment to meet deadlines.
  • Fluent in written and spoken English and Arabic.

Desirable

  • Knowledge in the establishment of Information management systems in real-time.
  • Expert in development of Real-time monitoring dashboards.
  • Minimum 1 year of experience in writing algorithms for database designing.
  • Minimum 1 year of experience in writing script for R.
  • Familiarity with the Core Humanitarian Standard is an advantage.
