The Role:

What is an HSP?

Oxfam has a global team of Humanitarian Support Personnel (HSPs) covering a range of technical disciplines. HSPs bring their specialist skills and experience to Oxfam’s country teams to support responses to conflicts, natural disasters, disease outbreaks, and other humanitarian emergencies.

HSPs are globally mobile and work remotely from their home base between deployment. They are expected to spend up to nine months per year supporting field programmes (pro rata for part-time posts), usually with deployments ranging from several weeks up to six months. Many current emergency programmes are located across Africa, the Middle East, Asia, and Eastern Europe.

What will you be doing as an HSP - Public Health Promotion (PHP)?

You will work with country teams and national and international partners to provide technical leadership and support to PHP teams through a community engagement approach. You will help ensure that women, men, girls, and boys are meaningfully involved in identifying and addressing public health risks and in the safe, equitable, and culturally appropriate use and management of WASH services and resources, contributing to positive outcomes for their communities.

The postholder will undertake a series of deployments, normally lasting from several weeks up to six months, for which specific Terms of Reference will be agreed with the relevant country office or partners before deployment and/or refined during the early stages of the assignment.

Deployments will typically support rapidly evolving emergencies and/or complex and challenging operational environments where Oxfam needs to rapidly scale up its programmes, response, and operational capacity.

Que ferez-vous en tant que spécialiste HSP - Promotion de la santé publique (PHP) ?

Vous travaillerez avec les équipes pays ainsi qu’avec les partenaires nationaux et internationaux afin de fournir un leadership technique et un appui aux équipes PHP à travers une approche d’engagement communautaire. An ideal candidate for the role will also be / have:

•  You will have a relevant graduate qualification or equivalent professional experience in a related discipline such as public health, social sciences, environmental health, anthropology, community development, or a related field.
• You will have a minimum of five years’ relevant international humanitarian experience, including substantial experience in Public Health Promotion and/or WASH programming in emergency contexts.
• You will have experience working across different humanitarian emergency contexts and geographical settings, with the ability to analyse risks, adapt programming, and work effectively in complex and uncertain environments.
• You will have experience strengthening the capacity of staff and partners through approaches such as mentoring, coaching, training, accompaniment, technical guidance, and learning approaches.
• You will demonstrate strong communication, collaboration, influencing, and relationship-building skills, with the ability to work respectfully with colleagues, partners, and communities across diverse cultural contexts.
• Fluency in written and spoken English and French is essential. Additional language skills, particularly Arabic or Spanish, are desirable.
