The Role:

 

Oxfam GB in Myanmar is looking for Grant Coordinator.

 

Job Purpose:

 

The Grant Coordinator plays a crucial role in supporting the Grant Manager to ensure effective grants management, financial oversight, and compliance with donor and organizational requirements. This position provides operational and technical support in managing partner grants, including pre- and post-award processes, financial monitoring, and compliance tracking. The Grant Coordinator works closely with the Grant Manager, Finance Team, and program teams to strengthen internal controls, enhance financial reporting, and ensure timely and accurate disbursement of funds to partner organizations. By maintaining robust partner relationships and supporting capacity-building initiatives, the Grant Coordinator helps ensure that grant-funded programs are implemented efficiently, transparently, and in alignment with organizational and donor standards.

Key Relation/Interaction:            Work closely with the Program, Finance and Grant Team, Logistics, PQI and operations teams and Partner Organizations

 

Key Responsibilities:

 

Grant Management:

  • Support the Grant Manager in all aspects of grants management, including pre-award assessments, risk assessments, updating and analysing the grant matrix, reviewing reports, monitoring awards, and managing post-award processes from a financial perspective.
  • Assist the Program by reviewing grant agreements from a financial management standpoint before signature; flag key points for negotiation and provide analysis of their impact on the country program.
  • Maintain and update the grants tracking system to monitor partner performance, compliance, and adherence to organizational standards.
  • Conduct regular visits to partner offices to monitor financial management systems, verify payments, and provide guidance under the direction of the Grant Manager.
  • Analyse grant expenses and variances and provide insights to the Grant Manager and stakeholders on expenditure trends or potential issues.
  • Actively participate in monthly financial monitoring meetings by providing comprehensive information and the spending status of partners, and by flagging key points in coordination with the respective finance focal.
  • Build collaborative relationships with partner organizations, supporting the Grant Manager in maintaining open communication and trust.
  • Ensure compliance with donor regulations in all grant transactions and processes; escalate major compliance issues to the Grant Manager, while supporting corrective actions with partners.
  • Support accurate coding of expenses and compliance with internal and donor requirements, assisting the Grant Manager in grant management issues.
  • Collaborate with partners to implement internal control requirements and capacity-strengthening plans as guided by the Grant Manager.
  • Ensure contracts and supporting agreements are complete and accurate for all partner organizations; maintain filing systems and monitor reporting schedules under the supervision of the Grant Manager.
  • Review partner cash requests and facilitate timely disbursement of funds to partners, coordinating closely with the Grant Manager.
  • Support partner capacity building by assessing financial management systems, identifying areas for improvement, and coordinating training or mentoring initiatives in collaboration with the Grant Manager and Program Team.
  • Provide partner financial management support to program teams in collaboration with the Grant Manager.
  • Support audit procedures by preparing sample documents and ensuring transparency in financial reporting.
  • Support and follow up the implementation of audit recommendations.
  • Support the preparation of partner budgets for upcoming proposals by providing financial inputs, reviewing alignment with organizational and donor requirements, and coordinating with Partners, Program and the Grant Manager.
  • Undertake other duties as reasonably assigned by the Line Manager.

  • Must report any concerns or witness or suspect any behaviour that could be in breach of the one Oxfam safeguarding policy or Oxfam Code of Conduct.

  • Eager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • In case of emergency response, perform assigned tasks to contribute to an efficient and timely emergency response activities.

 

What we are looking for:

 

Skill and Competence:

  • Bachelor’s degree holder with a minimum of four years of relevant experience in partner financial management, ideally within the INGO/NGO sector in Myanmar.
  • Demonstrated ability to implement Oxfam’s and donor policies, procedures, and financial systems.
  • Extensive knowledge of donor guidelines and compliance.
  • Strong judgment and ability to work independently with minimal supervision while prioritizing workloads and meeting deadlines.
  • Excellent interpersonal, diplomacy, and negotiation skills; able to remain calm under pressure and focus on priorities.
  • Proven ability to manage multiple requests, coordinate with diverse teams, and handle competing demands.
  • Proficient in MS Word, Excel, standard finance software, email, and internet applications.
  • Effective verbal and written communication skills, with the ability to convey information clearly and appropriately.
  • Flexible team player with strong initiative, organizational skills, and ability to plan, set priorities, and meet multiple project deadlines.
  • Commitment to humanitarian principles and action.
  • Demonstrated commitment to gender and diversity issues.
  • Excellent organizational skills, including the ability to plan comprehensively, set priorities, and manage multiple project element deadlines efficiently.
