The Role:

 

Oxfam {Syria/} is looking for GENDER OFFICER 

KEY RESPONSIBILITIES:
1. Programme Support and Gender Mainstreaming
•Support the integration of gender equality and women's rights across WASH, FES and other programme interventions, ensuring gender-responsive planning, implementation and monitoring.
•Work closely with programme teams, implementing partners, the Gender Team Leader/Advisor and Area Programme Manager to implement gender mainstreaming activities and targeted gender interventions.
•Support the design and implementation of interventions that address harmful gender norms and promote gender-transformative programming.
•Facilitate discussions and awareness activities with staff, partners and communities to strengthen understanding of gender issues and response capacities.
2. Gender Assessment and Analysis
•Conduct gender and vulnerability assessments and contribute to multisector needs assessments, ensuring gender considerations are integrated throughout programme design.
•Identify and assess the needs of vulnerable groups, particularly women and girls at risk, and recommend appropriate interventions.
•Support the development and implementation of programme gender action plans based on assessment findings and contextual analysis.
3. Monitoring, Learning and Reporting
•Work with MEAL teams to ensure gender-responsive indicators, Sex and Age Disaggregated Data (SADD), and gender-sensitive monitoring systems are in place.
•Monitor programme implementation through field visits, collect feedback from communities and partners, and recommend improvements to strengthen programme quality.
•Review partner reports and technical documentation to ensure compliance with Oxfam gender standards and quality requirements.
•Collect, analyse and report gender-related information, including GBV data, lessons learned, success stories, case studies and inputs for SitReps and donor reporting.
•Contribute to gender analyses, research, evidence generation and programme learning to inform programme design, advocacy and policy.
4. Partnership Coordination and Capacity Strengthening
•Maintain regular communication with implementing partners and provide day-to-day technical accompaniment on gender mainstreaming and gender justice.
•Organise partnership meetings, technical discussions, workshops and learning events, and follow up on agreed actions and commitments.
•Deliver training, coaching and induction for staff and partners on gender equality, safeguarding, inclusive programming and Oxfam gender standards.
•Support partners to implement capacity strengthening plans and apply gender tools, guidance and good practices across programme implementation.
•Monitor partner performance, review progress against agreed plans and indicators, and support continuous improvement.
5. Coordination and Representation
•Coordinate with local authorities, women's rights organisations, UN agencies and other humanitarian actors to strengthen collaboration and advance gender equality initiatives.
•Support the mapping and engagement of women's rights organisations and other strategic partners at hub level.

Represent the Gender Team in operational meetings with partners and external stakeholders when delegated, and escalate strategic, operational or partnership risks to the Gender Team Leader.

In addition:
• Bachelor’s degree preferably in Gender or development studies, social science, or related discipline) combined with 3 years minimum experience in Gender, GBV, protection and social work.
• Or Diploma degree preferably in Gender or development studies, social science, or related discipline) combined with 5 years minimum experience in Gender, GBV, protection and social work.
• Experience working with IDPs, and other vulnerable populations (refugees-returnees) with INGOs/INGOs
• Ability to communicate in English, write reports in English and consolidate the reports into formal English documentation, including translation of documents into either Arabic or English
• Experience and understanding of and experience of working in the humanitarian or development sector.
• Experience working with an international organization (such as INGOs, UN agencies or the like).
• Experience in Training local actors in the region on gender equality,
• Demonstrating understanding and sensitivity to poverty, gender, and diversity issues
